The Project Manager, acting as Team Leader of the Project Implementation Unit (PIU), will provide leadership, management, technical support in the coordination and execution of project. The main tasks of the project manager will include the following but not limited to (a) Provide leadership and support the Project Implementation Team (PIT) in all matters related to the implementation of the activities under the Project. (b) Manage the resources assigned to PIT and relations with institutions involved in the implementation of the Project; (c) Lead the preparation or updating of the project implementation Manual and Annual Action Plan / work program; (d) Coordinate, supervise, monitor the planning and implementation of all the activities under the Project and ensure that they are executed in accordance the Loan Agreement with AfDB and Project Appraisal Report and also as per the other fanciers which might be in volved in the project financing; (e) In performing his/her duties as Project Manager/Coordinator, ensure the preparation of schedules of activities, plans and implementation schedules, verify and monitor the work of PIT’s staff; (f) Analyse the issues related to the Project raised by institutions, contractors, consultants, suppliers, project beneficiaries, etc. and provide guidance to PIT on these issues; (g) Coordinate the process of procurement, sub-project supervision and financial management of the Project; (h) Ensure that the procurement procedures are consistent with AfDB procedures and requirements and the necessary approvals are received from the Bank and GOA in accordance with the agreed procedures. (i) Organize meetings, prepare agenda and participate in any working group, committee or similar bodies involved in the Project or any other related project/program when necessary; (j) Verify and supervise the work of the Consulting Firms hired under the Project, including review of all design and works reports; (k) Participate in the evaluation and award of tenders as necessary; (l) Liaise closely with Consulting Firms to ensure that construction works are carried out in accordance with their design and specifications, using acceptable standards for works, and that works are commissioned in safety and operability conditions, and that that all relevant information is delivered to the DNA in a timely manner and in an acceptable format; (m) Lead the preparation of Project quarterly reports with inputs of other experts; (n) Support DNA and Lead the PIT during Financers’ supervision missions/reviews; (o) Assist DNA on the preparation of relevant reports and documents produced under the Project, or related to operational management activities; (p) Assist and advise DNA to fulfil its obligations as the Employer in all contracts management issues. (q) All the tasks mentioned above are equally applicable, as appropriate, to the ongoing project of ISSUWSSSD Project (r) Provide and lead efforts to build the capacity of DNA through on the job training of young professionals; (s) Provide technical advice and support to DNA in other water and sanitation initiatives. The duration of the service will be 4 (four) Years to be renewed annually upon satisfactory performance of the Consultant.
