Individual Consultant to Lead the Update of the Transboundary Diagnostic Analysis (TDA) for the Red Sea and Gulf of Aden

Regional Organization for the Conservation of the Environment of the Red Sea and Gulf of Aden (PERSGA)

Home-based/Remote

Background and Context

The Regional Organization for the Conservation of the Environment of the Red Sea and Gulf of Aden (PERSGA) is an intergovernmental organization established in 1995. PERSGA’s institutional framework is based on the Regional Convention for the Conservation of the Red Sea and Gulf of Aden Environment (Jeddah Convention, 1982), which brings together seven member states: Djibouti, Egypt, Jordan, Saudi Arabia, Somalia, Sudan, and Yemen. Rational use of marine resources and protection of the coastal and marine environment are central objectives of the Jeddah Convention (1982) and its associated Regional Protocols and Action Plans. PERSGA runs regional programs and projects that support regional capacities and coordination to achieve these objectives.

Consultancy – Overall Objective

PERSGA requires the services of an experienced International Consultant to serve as Lead TDA Expert, responsible for designing, coaching, coordinating and delivering a rigorous, participatory, and scientifically sound updated TDA for the RSGA, working closely with the Regional TDA Working Group, national consultants (experts), and project team at PERSGA, while harmonizing and building on inputs generated by the TDA context assessments of regional opportunities-and-barriers, and the policy/regulatory/economic dimensions, as well as integrating contemporary concepts and frameworks of ecosystem services valuation, circularity, climate actions, SDGs, and sustainable blue economy.

Thus, the overall objective of the consultancy is to deliver a rigorous, participatory, and scientifically sound Transboundary Diagnostic Analysis (TDA) for the Red Sea and Gulf of Aden that updates the region’s shared understanding of transboundary environmental problems, their root causes and governance barriers; reflecting emerging issues and current socio-political and economic realities, and providing a sound evidence base and prioritized set of recommendations to underpin the revised Strategic Action Program (SAP), which will in turn act as the regional framework steering transition to sustainable blue economy through informing regional SBE roadmap and other foundational outputs of other components of the project
