The objective of the assignment is to develop a practical 15-year financial model that enables the World Bank to establish the financial baseline of selected FSTPs in Côte d’Ivoire; test a limited number of priority scenarios; and identify actionable measures to improve operating performance and progress toward basic cash-flow balance. The assignment will rely primarily on available data and targeted consultations.
