Objective and Purpose of the Assignment
The Inclusive and Resilient Urban Development Project (the project) is being financed by the Asian
Development Bank (ADB). The project, which will be implemented during 2026-2031, aims to support the
Government of Bhutan’s efforts to (i) improve urban infrastructure to respond to urban growth pressures,
(ii) provide resilient and affordable housing to address the shortage of quality home for low-income
group, and (iii) strengthen urban governance through integrated urban planning for sustainable urban
development. To support the project, ADB will provide a concessional loan of $5 million from ADB’s
ordinary capital resources, and a grant of $5 million from ADB’s Special Funds resources (Asian
Development Fund). The Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR) will provide
grant cofinancing equivalent to $3.0 million, to be administered by ADB. The project will be aligned
with the following impact: inclusive, resilient and sustainable human settlement promoted.
The Technical Assistance (TA) will support the project’s key activities including: (i) preparation and
finalization of the Ammochhu LAP, (ii) developing affordable housing solutions for low-income groups in
response to anticipated rapid population growth, (iii) provision of strategic and technical inputs to
strengthen urban governance frameworks, (iv) supporting sustainable cross-border tourism development by
leveraging Phuentsholing’s strategic location, and (v) implementing capacity building programs to
enhance the government’s institutional capacity for integrated urban planning including development
control regulations.
The TA will also provide targeted urban planning and urban design support for disaster-resilient urban
development in Phuentsholing, heritage conservation and place-based urban development in Paro, and
selected national and spatial planning policy, regulatory, and institutional priorities identified in
consultation with MOIT and ADB, subject to available TA resources.
The TA will also support project preparation and implementation, related technical and policy reforms,
and institutional capacity development for the ensuing project and broader urban planning and
development initiatives.
