Introduction
SCOPE OF TENDER
Purpose: The primary purpose of this endline perception survey is to assess the peacebuilding impact of the W4WP project by capturing community perceptions and attitude changes following the project’s implementation. The survey will serve as a final evaluative tool, aligned with PBF’s emphasis on obtaining direct feedback from beneficiaries and community members on whether peacebuilding initiatives have made a positive difference in their lives. Findings from this survey will inform the project’s final evaluation report, provide accountability to stakeholders, and generate lessons for future programming.
Objectives: Specifically, the endline perception survey aims to measure changes in community attitudes and perceptions in the W4WP target areas (with comparative data from non-target areas, as feasible) in the following key outcome domains:
Gender Roles and Women’s Leadership: Perceptions of women’s roles in community decision-making and water management, and attitudinal changes regarding gender equality and women’s leadership in peacebuilding. (E.g., do community members recognize and accept women as key leaders and entrepreneurs in managing water resources, compared to before the project?
Water-Related Conflict Resolution: Community attitudes towards conflict resolution mechanisms for water-related disputes, including confidence in peaceful dispute resolution and any reduction in water-related tensions. (Assess whether conflicts at water points are now being resolved more amicably and whether community members feel more capable of handling disputes without violence.)
Civic Engagement and Participation: Levels of civic engagement, particularly the involvement of women and youth in community governance and decision-making processes. (Measure the degree to which women and youth report participating in local committees, forums or dialogues, and whether the broader community values their participation.
Trust in Local Governance: Trust in local governance structures and service providers, such as the FCC, water kiosk management committees, and other authorities. (Evaluate whether the project’s collaboration with local government and establishment of community-managed kiosks have improved public trust and confidence in local institutions to fairly manage resources and address community needs.)
By focusing on these domains, the survey will capture the outcome-level changes that W4WP intended to bring about, namely changes in attitudes, behaviors, and institutional trust , which are crucial for sustainable peacebuilding. The endline results will be compared against baseline or midline values (where available) to gauge the project’s contribution to these changes.
Ultimately, the survey’s objective is to provide evidence of W4WP’s impact on gender norms, conflict dynamics, civic participation, and governance trust in the target communities.
