Objective and Purpose of the Assignment

The Asian Development Bank (ADB), through its Water and Urban Development Sector Office, is supporting
the Government of Pakistan to build livable cities that are green, resilient, and inclusive, in line
with ADB’s Strategy 2030 and the Country Partnership Strategy (CPS) for Pakistan (2026–2030). Under the
transaction technical assistance, Preparing Water and Urban Development Projects, ADB is delivering
urban sector analysis and investment strategies, high-quality preparation of the 2026-27 pipeline of
proposed projects, and implementation support to ongoing water and urban development projects.
The TA is aligned with the impact of a sustainable, knowledge-based urban economy, and the outcome of
strengthened urban sector project identification, preparation, readiness, and implementation capacity in
Pakistan. It is delivered through three outputs: (i) urban sector analysis and investment strategies
prepared; (ii) due diligence and project readiness enhanced; and (iii) project implementation capacity
of the executing and implementing agencies strengthened. The Ministry of Economic Affairs is the
executing agency, and the TA works with the relevant provincial and municipal executing and implementing
agencies.
Against this backdrop, and under Output 2, the Water Supply, Sanitation, and Drainage Expert will
strengthen the quality of engineering and operational design across the water supply, wastewater,
sanitation, and urban drainage components of the ensuing projects, and support the executing and
implementing agencies on operation and maintenance and business-model arrangements for water and
sanitation agencies. The incumbent will report to the ADB Project Officer. The assignment supports
preparation and due diligence of the two ensuing urban and water investment projects under preparation
in Khyber Pakhtunkhwa and Punjab, which build on the spatial and sub-sector master plans, feasibility
studies, detailed engineering designs, and operational and business models completed under the earlier
readiness financing in each province, and contributes to upstream scoping and pipeline development for
future operations.

Scope of Work

The Expert will provide technical support to ADB and project management unit teams on water and
wastewater, strengthening the capacity of executing and implementing agencies. The assignment covers
engineering and operational design review, and support to establishing or strengthening water and
sanitation authorities or other sector agencies in the beneficiary cities, so that proposed works are
technically sound, climate-resilient, and financially and operationally sustainable.

Detailed Tasks and/or Expected Output

the following tasks.

supply system in the selected project areas, including alternative water supply sources, through
detailed design.
