Objective and Purpose of the Assignment
The Geodetic / Geographic Information System Expert will provide geospatial data management, spatial
analysis, mapping, and Geographic Information System (GIS) technical support for the implementation of
the “Assessing Climate Change Impacts for Flood Management” study under CS-24. The assignment aims to
provide reliable and consistent spatial information to support the assessment of changes in flood
hazards and water availability under baseline and future conditions, including consideration of climatic
and non-climatic factors.
Spatial information is essential for understanding the characteristics and spatial distribution of flood
hazards, water availability, land use and land cover, watershed conditions, climate-related changes, and
other factors affecting water resources and flood management. In this context, the Expert will compile,
review, organize, and process relevant geospatial data and develop spatial databases and mapping outputs
to support the respective technical assessments under the assignment.
The Expert will prepare and consolidate spatial and GIS technical inputs from the Hydrology,
Hydraulic/Flood Modelling, Climate, Water Resources Management, and Disaster Risk assessments, as
relevant. The assignment will include the preparation of baseline and future spatial datasets, spatial
analysis and mapping, spatial assessment of climatic and non-climatic factors, and comparative analysis
of baseline and future conditions. The spatial outputs will support the interpretation of changes in
flood hazards, water availability, land use and land cover, and other relevant water resources
conditions. The scope includes the preparation of spatial climate datasets and future spatial inputs
required for the assessment and modelling activities.
A key objective of the assignment is to support the climate change attribution assessment through
spatial analysis of relevant climatic and non-climatic factors. The Expert will integrate relevant
technical results into spatial analysis and prepare appropriate spatial outputs to illustrate the
relationships and changes associated with climatic and non-climatic influences on flood hazards and
water availability. The spatial outputs will provide supporting information for the overall climate
change impact assessment and its interpretation.
The assignment will also support the development of spatial indicators, mapping criteria, spatial
assessment matrices, and decision-support inputs for the climate change impact assessment. These outputs
will provide spatially based information and analytical inputs that can be incorporated into the overall
Climate Change Impact Assessment Criteria and Analytical Approach prepared by the Water Resources
Management Expert.
Furthermore, the Expert will support the integration of relevant spatial information into the Flood
Early Warning System (FEWS) being developed in the selected river basins under the authority of BBWS
Cimanuk–Cisanggarung and BBWS Pemali–Juana. The Expert will provide relevant spatial indicators, GIS
layers, and mapping outputs as inputs to support flood monitoring, assessment, early warning, and
climate-informed flood management processes.
Overall, the Expert will ensure that the spatial and GIS outputs generated under the assignment are
consistent, technically appropriate, and suitable for integration with the other technical assessments,
and provide the necessary sp
