Objective and Purpose of the Assignment
The Water Resources Management Expert will provide overall water resources management, technical
coordination, and integration support for the implementation of the “Assessing Climate Change Impacts
for Flood Management” study under CS-24. The assignment aims to strengthen the analytical basis for
assessing changes in flood hazards and water availability under baseline and future conditions,
including consideration of climatic and non-climatic factors. The assessment is expected to support
improved understanding of climate-related risks and their implications for climate-resilient flood
management and water resources planning.
Climate change may affect precipitation patterns, climate variability, extreme rainfall, river flow
regimes, flood hazards, and water availability, while changes in flood hazards may also be influenced by
non-climatic factors such as land use and land cover change, urbanization, watershed degradation,
spatial development, and other human interventions. In this context, the Expert will provide an
integrated water resources management perspective to ensure that the relationships between climatic and
non-climatic factors, changes in flood hazards, and water availability are appropriately considered in
the overall assessment and interpreted in relation to flood management and water resources planning.
The Expert will integrate the technical inputs prepared by the Hydrology, Hydraulic/Flood Modelling,
Climate, Geodetic/GIS, and Disaster Risk Experts and ensure consistency among the respective technical
assessments. The assignment will include consolidation of relevant baseline and future assessment
results, interpretation of key findings from the respective technical disciplines, and identification of
their implications for flood management and water resources planning. The Expert will also support the
coordination of technical inputs required for the assessment of climate change attribution and the
comparison of baseline and future conditions.
A key objective of the assignment is to support the development of the Climate Change Impact Assessment
Criteria and Analytical Approach for Flood Management by consolidating relevant indicators, thresholds,
modelling results, attribution findings, and other technical inputs from the respective Consultants. The
framework will provide a structured basis for assessing climate change impacts on flood hazards and
water availability and for considering whether observed or projected changes are associated with climate
change, non-climatic factors, or a combination of both.
The assignment will further support the integration of the study findings into the Flood Early Warning
System (FEWS) being developed in the selected river basins under the authority of BBWS Cimanuk–
Cisanggarung and BBWS Pemali–Juana. The Expert will consolidate relevant indicators, findings, and
assessment results and identify appropriate information to support the consideration of climate change
impacts in flood monitoring, assessment, early warning, and flood management processes.
Overall, the Expert will ensure that the technical findings and outputs generated by the respective
Consultants are appropriately consolidated and integrated to support the overall climate change impact
assessment, the development of the Climate Change Impact Assessment Criteria and Analytical Approach,
and the potential application of relevant study findings within the FEWS platform.

coordination support to the study. The Expert will coordinate and integrate the technical inputs from

The Expert will lead the preparation of the Final Integrated Climate Change Impact Assessment for Flood
Management, including the Climate Change Impact Assessment Criteria and Analytical Approach. The final
