Objective and Purpose of the Assignment
The Objective:
The General Department of International Cooperation and Debt Management (GDICDM) seeks a qualified
consulting firm to prepare detailed engineering designs (DED) and bid documents for a range of
agriculture and water resources projects.
Core Purpose of the assignment:
(i) Enhance Implementation Readiness: The DED consultants are recruited to strengthen project
readiness for priority infrastructure projects by ensuring they are equipped with high-quality
detailed engineering designs and bidding documents well before project approval and financing.
(ii) Improve Quality-at-Entry: The consultants help transition projects from concepts to
implementation by applying international standards, technical depth, and rigorous due diligence to
feasibility studies and concept designs.
(iii) Facilitate Safeguard and Technical Compliance: The assignment will ensure that necessary
environmental and social safeguards (including land acquisition and resettlement requirements) are
properly assessed, integrated, and compliant with both national regulations (such as the Ministry
of Environment and GDR) and ADB requirements.
(iv) Accelerate Project Startup: By delivering complete, procurement-ready packages—including
technical specifications, bills of quantities, cost estimates, and tender documents—the consultants
aim to shorten project startup times and support smooth procurement processes.
Broad Areas of Work: (i) Conducting due diligence on detailed feasibility studies and concept
designs. (ii) Preparing detailed engineering designs, including topographical, geotechnical, and
other necessary surveys. (iii) Reviewing environmental assessments and climate safeguards standards
to provide recommendations. (iv) Identifying and preparing environment and social safeguards
requirements. Developing complete bidding documents for civil works.
