Objective and Purpose of the Assignment
 | The Asian Development Bank (ADB) is providing transaction technical assistance (TRTA) to the Government of the Philippines to support project preparation, project implementation, and capacity building and policy advice to a series of projects in the Agriculture, Food, Nature, and Rural Development sector. The objective of the assignment is to provide technical support to ADB and implementing agencies in the preparation and implementation of water resources management, flood risk management, irrigation, and related investments. |
Scope of Work
| The assignment covers water resources management, flood risk management, river basin planning, and related infrastructure investments in the Philippines. The specialist will provide technical review and advisory support for planning studies, feasibility studies, engineering designs, technical reports, and other project preparation and implementation outputs. The specialist will work closely with ADB, executing and implementing agencies, consultants, and other stakeholders to improve the quality, consistency, and readiness of investments and sector initiatives. |
Detailed Tasks and/or Expected Output
| Project Implementation Support • Review technical reports, studies, and project outputs prepared under ongoing and proposed projects in the water resources, flood risk management, irrigation, and related sectors. • Participate in meetings, workshops, consultations, and missions with government agencies, consultants, development partners, and other stakeholders. • Prepare technical notes, review memoranda, presentations, briefing materials, comment matrices, and progress reports as required. Technical Review and Quality Assurance • Review master plans, feasibility studies, detailed engineering designs, and related technical reports prepared under ongoing river basin and flood risk management projects. • Assess the adequacy, quality, and consistency of technical analyses, methodologies, assumptions, design criteria, technical specifications, implementation arrangements, and cost estimates. • Review hydrologic, hydraulic, watershed, river basin planning, flood risk management, and climate resilience assessments, as applicable. • Review the integration of nature-based solutions, environmental sustainability, and climate adaptation measures into project planning and design. • Monitor the incorporation of comments and recommendations into revised reports and technical outputs. • Provide technical inputs to activities related to the development and operationalization of the Asset Management Information System for Flood Risk Management (AMIS-FRM), including the review of technical reports, terms of reference, bidding documents, and related outputs, as required. • Facilitate discussions and coordination among ADB, executing and implementing agencies, consultants, and other stakeholders. • Prepare monthly administrative reports, technical reports, workshop materials, and other documentation following ADB requirements. |
Minimum Qualification Requirements
| • Preferably must have a master’s degree or equivalent in civil engineering, water resources engineering, flood risk management, geology, earth sciences, hydrology or a related field. • Preferably must have at least 5 years of experience in water resources management, flood risk management, river basin planning, watershed management, hydrology or related sectors. • Experience in the preparation or review of master plans, feasibility studies, hydrologic and hydraulic assessments, watershed or river basin management studies, engineering designs, and technical reports for water resources or flood management projects is desirable. • Experience in hydrologic analysis, watershed and catchment management, river geomorphology, climate resilience assessments, GIS, remote sensing, or nature-based solutions for water resources and flood risk management projects would be an advantage. • Knowledge of the Philippines’ planning processes, and institutional arrangements is an advantage. • The specialist must have strong analytical, communication, and report-writing skills and be fluent in written and spoken English. |
