RFP: Consultancy Services to Update the Feasibility Study, prepare Detailed Designs &Tender Documents and Provision of Supervision Services for the Nyagisozi Water Supply System in Nyanza District

                                    LETTER OF INVITATION (LOI)

Dear Mr./Ms;

1. Rwanda Environment Management Authority(REMA) (hereinafter called ‘’Client”) has received funds from Global Environment Fund(GEF) towards the cost of preparation of Consultancy Services to Update the Feasibility Study, prepare Detailed Designs &Tender Documents and Provision of Supervision Services for the Nyagisozi Water Supply System in Nyanza District. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.
2. Rwanda Environment Management Authority(REMA) now solicits proposals to provide the following consulting services Consultancy Services to Update the Feasibility Study, prepare Detailed Designs &Tender Documents and Provision of Supervision Services for the Nyagisozi Water Supply System in Nyanza District. More details on the services are provided in the Terms of Reference.
3. A Consultant will be selected under a Quality- Cost Based Selection (QCBS) and procedures described in this RFP, in accordance with the Law on Public Procurement as modified and completed to date.
4. For submission of the bids, all interested bidders must submit a Bid Security of One million six hundred fifty thousand Rwandan Francs (1,600,000Rwf) issued by a bank or from any other reputable insurance company.
5. The Request for Proposal (RFP) may be obtained from the e-procurement system for         Rwanda (www.umucyo.gov.rw). For submission of the bids, all interested bidders must     pay non-refundable fee of Ten Rwandan Francs (10,000Frw) paid to the RRA non-fiscal revenue accounts in Commercial Banks.
6. The RFP includes the following documents: Refer to attached RFP into umucyo.
7. After publication of tender notice, any prospective bidder may ask the procuring entity to provide explanations as to the content of the tender document within three sixths (3/6) of the deadline period for the submission of tenders as of the date of tender notice publication.
8. All proposals will be submitted online using the e-procurement system as mentioned above not later than the date and time indicated in the e-procurement system. Late bids will not be accepted by the system. Bids will be opened automatically by the e procurement system on the date and time indicated in the e procurement system.
9. Bidding will be conducted in accordance with the law N° 031/2022 of  21/11/2022 Governing Public Procurement.
