Salary Ranges:
Geographic Information Specialist I: $5,500.00/month – $5,921.00/month***
Geographic Information Specialist II: $5,922.00/month – $6,600.00/month***
GENERAL DESCRIPTION
Performs routine (journey-level) to complex (journey-level) geographic information system work. Work involves executing technical projects to support groundwater modeling tasks, including the input and manipulation of geographic information in order to create, maintain, display, update, and produce accurate maps and other representations of data. Compiles and documents data and source information, the application of set processes and standards for mapping. Analyzes and interprets spatial distributions. Writes reports and provides presentations. May train others. Works under moderate to general supervision, with limited to moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Groundwater Modeling Department.
ESSENTIAL JOB FUNCTIONS
- Creates and modifies maps, graphs, and/or diagrams, using geographical information software and related equipment.
- Compiles, evaluates, and interprets geographic data from various sources including groundwater well databases, censuses, field observations, satellite imagery, aerial photographs, and existing maps.
- Enters required data into a geographic information system.
- Digitizes, analyzes, updates, and maintains spatial databases of relevant information, documents procedures, validates data for accuracy and completeness, completes approved metadata forms, and produces maps of the resulting information.
- Translates data from outside sources and converts data to assist users.
- Imports, creates, reformats, and processes data to produce spatial distribution maps for various studies.
- Performs quality assurance of GIS Data.
- Writes programs and develop user interfaces, menus, and macro-level commands to meet department needs.
- Resolves record or mapping discrepancies through data research land survey records interpretation.
- Provides presentations to technical and non-technical audiences.
- Provides quality customer service from the department to all stakeholders.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
- Graduation from an accredited four-year college or university with a bachelor’s degree in Geographic Information Systems Technology, Hydrology, Water Resources, Natural/Physical/Environmental Science, or a related field.
- Professional Experience:
- Geographic Information Specialist I: Experience with geographic information systems or a related field.
- Geographic Information Specialist II: Two years of relevant work experience with geographic information systems or a related field.
- Experience with ArcGIS Pro, ArcGIS Online, Spatial Analyst, and 3D Analyst.
- Experience with ArcPy or use of Python scripting within the ArcGIS geoprocessing environment to perform geospatial data analysis, data conversion, data management, and automated map and table reports.
- Relevant education and experience can be substituted for each other on a year-for-year basis.
PREFERRED QUALIFICATIONS
- Experience working with geospatial datasets and software.
- Experience working with LiDAR, Digital Elevation Models (DEMs), elevation data.
- Experience with water resource data (wells, climate, evapotranspiration, and National Hydrography Dataset).
- Experience with preparing and writing technical reports.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Knowledge of local, state, and federal laws and regulations relevant to the Groundwater Modeling Department.
- Knowledge of the principles and practices of public administration.
- Knowledge of basic hydrological and geological concepts, techniques, and analysis.
- Knowledge of terminology related to geographic information systems, including legal descriptions, cartography, aerial photography, and orthophotography.
- Skills in using Microsoft Office programs such as Word, Excel, and Access.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Skills in reading and interpreting surveys, topographic information, and aerial photography.
- Skills in scientific data management, analysis, and interpretation, especially of geospatial datasets and geodatabases.
- Skills in using Python programming language.
- Skills in working with LiDAR and with spatial data analysis software (e.g., ArcGIS, etc.).
- Ability to maintain the security or integrity of critical infrastructure within Texas.
- Ability to meet agency in-office requirements.
- Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

- Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
