The World Bank; in partnership with the Ministry of Water (MoW); the Wami/Ruvu Basin Water Board (WRBWB); and other relevant Basin Water Boards (BWBs); is implementing a project to strengthen flood risk management and early warning systems in Tanzania. The project is supported by the Global Facility for Disaster Reduction and Recovery (GFDRR) and aims to improve flood hazard assessment; mapping; and the dissemination of early warning to reduce vulnerability and enhance resilience to floods. The Wami/Ruvu Basin in Tanzania; home to over 10 million people; faces significant flood risks; particularly from the Wami River. With an annual water flow volume of 5.127 billion cubic metres (m3) and substantial runoff; flooding remains a major challenge. The Ministry of Water is developing an Operational Decision Support System and Flood Forecasting and Early Warning System (ODSS-FFEWS) for the basin to provide timely alerts; particularly to the DMD; for warning dissemination. Continued investments in forecasting infrastructure; warning dissemination and protocols; and flood extent estimation are essential to strengthen flood early warning capabilities in the basin and ensure timely alerts to at-risk populations. The basin is the key operational priority in advancing the objectives of the 2025 National Water Policy; which calls for ensuring that water resources data; information; and Early Warning Systems (EWSs) are available for informed decision-making. Objectives:The overall objective of the consultancy is to provide technical implementation support to the Ministry of Water and Wami/Ruvu Basin Water Board to strengthen; integrate; operationalize and institutionalize an effective; sustainable and scalable flood forecasting and early warning system for the Wami/Ruvu Basin.Specific Objectives:The specific objectives of the consultancy are to provide technical assistance in the following areas:i. To undertake comprehensive flood hazard; exposure and vulnerability assessments and develop detailed static and dynamic flood risk maps; ii. To enhance ODSS-FFEWS; including warning dissemination and communication protocols; iii. To strengthen technical and institutional capacity for sustainable flood risk management; iv. To implement community awareness and education programmes on flood risks; preparedness; and appropriate response actions;v. To institutionalize and scale up flood forecasting and early warning systems through strengthened inter-agency coordination; knowledge sharing; and replication of good practices.
