Objective and Purpose of the Assignment

The Government of Bangladesh has adopted the Integrated Growth Network Development (IGND) initiative as
a central platform for balanced regional development under the Five-Year Strategic Framework (FY2027–
2031). The IGND integrates investments in transport, logistics, energy, industry, urban systems, digital
infrastructure, and human capital across a network encompassing 44 districts. The initiative aims to
strengthen connectivity between production centers, markets, logistics networks, industrial clusters,
and trade gateways, thereby promoting private investment and employment generation. As implementation
advances, a critical success factor will be developing robust urban management capabilities and a
skilled workforce to support infrastructure expansion and emerging economic activities across these
priority areas.

The IGND is structurally organized into nine growth nodes, each with distinct economic roles. Among
these, the government has identified the Northwest (Bogura-Rangpur) and Chattogram as the two priority
growth nodes targeted for detailed master planning and operationalization. As a focal point of the
Northwest growth node, Rangpur City Corporation (RpCC) is critical to the region’s urban and economic
development. Established in June 2012 under the Ministry of Local Government, Rural Development and Co-
operatives (LGRD), RpCC covers 206 square kilometers, comprises 33 wards, and serves a population of
approximately 800,000. The Corporation is responsible for administering the city and providing basic
municipal infrastructure.

A major municipal priority for RpCC is the elimination of severe waterlogging, which currently inundates
large parts of the city during the rainy season. While Rangpur has an existing drainage network that
includes two major canals—the Shyama Sundari Khal and the KD Khal—their functionality has been severely
compromised. Rampant garbage dumping and illegal encroachment prevent these khals from properly draining
storm runoff. Furthermore, the overall hydraulic capacity of the city’s secondary and tertiary drains
requires urgent reassessment to meet current and future climate demands.

To address these critical infrastructure deficits and align with the broader urban management goals of
the IGND, Rangpur City Corporation has requested technical assistance from the Asian Development Bank
(ADB). This assistance will support the development of an Integrated Drainage Master Plan (IDMP) which
will be used in subsequent phases for preparation of detail design and Development Project Proposal
(DPP) to secure investment for a sustainable, climate-resilient drainage system.

This assignment will be financed under the Country Director’s Strategic Fund.

Scope of Work

The consultancy assignment will cover the preparation of a comprehensive, climate-resilient Integrated
Drainage Master Plan (IDMP) to address chronic waterlogging in Rangpur City. While the assignment does
not include the formal preparation of a Feasibility Study (FS) or Development Project Proposal (DPP), it
will generate the essential topographical, hydrological, and engineering data required for the
subsequent detailed design of drainage components and preparation of a full FS and DPP for priority
drainage infrastructure.

System Assessment & Master Planning:
o Assess the existing hydraulic capacity of Rangpur City’s primary, secondary, and tertiary drainage
networks in the context of the surrounding rivers and canals.
o Develop a sustainable, climate-resilient Integrated Drainage Master Plan that addresses current
drainage bottlenecks, encroachment issues, and future climate risks.

Integration of Green Infrastructure & System Rehabilitation:
o Identify sites for water storage utilizing green infrastructure and Low Impact Development (LID)
measures to manage peak runoff.
o Formulate a rehabilitation plan for existing town protection works to ensure integrated flood and
drainage management.

Data Generation & Phasing for Future Investment (FS/DPP Support):
o Identify and outline the priority drainage interventions recommended for the first five years, with a
specific focus on the restoration of the Shyama Sundari Khal.
o Consolidate all requisite technical data, structural condition assessments, and conceptual alignments
into a structured format designed to further prepare detail designs for major khal restoration and urban
infrastructure to be subsequently fed into a future Feasibility Study and the eventual preparation of
the DPP by the executing agency.

This assignment will be financed under the Country Director’s Strategic Fund.

Detailed Tasks and/or Expected Output

The expert will be responsible for leading the technical work—providing overall technical direction,
coordination, quality assurance, and timely delivery of all assignment outputs. The expert will be
supported by two other experts to accomplish the objective of the assignment:

The assignment will involve undertaking study for Northwest (Rangpur) growth nodes. The study should
have the following:

Task 1.1 Review the existing drainage plan included in the existing proposed master plan of the Rangpur
City Corporation (RpCC)
Task 1.2 Review the existing drainage condition of Shyama Sundari khal and KD khal which carry the
drainage flow the Rangpur City
Task 1.3 Collect the existing data, maps and information coordinating with the agencies (i.e. RpCC,
BWDB, LGED, RHD etc.). Conduct necessary surveys and assessment (cross section of drainage canals,
hydraulic, topography, demographic, hydrology etc.) as required.
Task 1.4 Assess flood risk; and identify the sustainability of the existing urban area.
Task 1.5 Classify the land area according to watershed and flood flow characteristics.
Task 1.6 Assess the condition and effectiveness of the existing flood protection embankments and
associated infrastructure.
Task 1.7 Conduct hydrological study and drainage assessment considering the current and projected data
(for the project design purpose of 50 years) as a tool to plan and recommend the integrated drainage
improvement.
Task 1.8 Development of storm water drainage models (hydrologic and hydrodynamic) for Shyama Sundari
Khal and drainage network of Rangpur City and simulate drainage conditions under different hydrological
scenarios.
Task 1.9 Develop the most effective and optimum drainage system for the city using the model results and
hydrological study along with specific focus on green infrastructure practices and ecosystem based flood
attenuation which can be implemented considering the current situation of the city.
Task 1.10 Develop integrated drainage master plan (IDMP) for RpCC considering climate resilient
drainage plan including Shyama Sundari Khal, KD Khal, primary-secondary drains, related drainage
structures and LID (Low Impact Development) measures.

To undertake the study, the consultant will conduct stakeholder consultation and validation workshops at
Rangpur growth nodes. For this, the consultant will have to travel to Rangpur and will closely work with
Bangladesh Resident Mission and IGND-coordination unit at Economic Relations Division.

In addition to activities mentioned in the Tasks of the consultant shall be responsible for having
regular meetings with the RpCC staff and other relevant authorities to discuss technical issues. Any
unresolved technical issues or otherwise should be taken up with the concerned officials of
RpCC/relevant authority for any intervention and support. The Consultants shall carry out the services
in details as per the tasks in the best interest of RpCC for the successful realization of the project
with reasonable care, skill and diligence with sound technical practices

Minimum Qualification Requirements

  • Bachelor’s degree in engineering, water resources engineering, environmental engineering, or a related
    field; a master’s degree or higher in a relevant discipline will be an added advantage.
  • At least 12 years of overall professional experience, including 8 years in urban drainage, flood
    management, water resources, or related infrastructure planning.
  • Demonstrated experience in hydrological and hydraulic modelling, drainage master planning, flood-risk
    assessment, canal rehabilitation, and climate-resilient or green infrastructure.
  • Experience in surveys, concept designs, cost estimates, phased investment planning, and assessment of
    drainage and flood-protection infrastructure.
  • Experience in at least two comparable assignments involving urban drainage, flood management, or canal
    restoration.
  • Proven ability to lead multidisciplinary teams and coordinate with government agencies,
    municipalities, development partners, and other stakeholders.
  • Experience in Bangladesh or a comparable country context will be an added advantage.
  • Excellent English communication, technical writing, and presentation skills.
