Why does the job exist?
This position serves as a Water Resources Professional who supports the mission of the Surface Water Quality Bureau by developing Total Maximum Daily Load (TMDL) planning documents, assessing surface water quality data to develop the Clean Water Act (CWA) Impaired Waters List, and developing other water quality planning documents such as watershed based plans.
This position’s core responsibility is working interactively with other Bureau staff, stakeholders, tribal partners, other state and federal agencies, the NM Water Quality Control Commission, and the public to develop and present TMDL planning documents that ensure protection of surface water quality in New Mexico through the TMDL process.
How does it get done?
– Apply technical and analytical methods to assess water quality conditions in impaired water bodies
– Identify and evaluate pollution sources contributing to surface water impairments
– Develop TMDLs in accordance with state and federal requirements
– Analyze and interpret water quality data to support regulatory decisions and environmental planning
– Utilize water quality and GIS-based models to evaluate pollutant impacts and watershed conditions
– Ensure compliance with applicable state and federal water quality regulations
– Collaborate with internal staff and external partner organizations to address water quality issues

– New Mexicans to protect and restore the environment
– Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
– Knowledge of state and federal surface water quality regulations and experience supporting regulatory compliance efforts
– Strong technical writing, document preparation, and communication skills, including public speaking
– Water quality data analysis, environmental modeling, and interpreting large or complex datasets
– Microsoft Office Suite, ArcGIS, and other specialized software for data management and sample planning
– Following standard operating procedures, implementing quality control measures, and collaborating effectively with internal teams and external partners
Minimum Qualification
Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid driver’s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage under sometimes stressful situations. Some sitting, standing, bending and reaching may be required. Work is a mix of office setting and field work in or around water in all weather conditions in remote locations. May be exposed to hazardous substances. Ability to drive large 4WD field vehicles (e.g., Suburban, Expedition) preferred.
