Objective and Purpose of the Assignment

The Government of National Capital Territory of Delhi (GNCTD) through Government of India is in discussion with Asian Development Bank for financing the Delhi Water Supply Improvement Investment Program (DWSIIP or the investment program), which comprises improvement of the water suppl system in Delhi’s Wazirabad Water Treatment Plant (WTP) command area. Delhi Jal Board (DJB) will be the proposed Executing and Implementing Agencies. The proposed investment program will help achieve the GNCTD Water Supply Master Plan objective of reducing Non-Revenue Water (NRW) and equitable access to water suppl services. It comprises i) physical investments to improve existing water supply system to serve an anticipated population of 2.71 million in the year 2023 and 3.02 million in the year 2051 under Wazirabad WTP command area (approximately 10% of Delhi’s population) and ii) non-physical investments to improve DJB’s institutional effectiveness with an aim to adopt a corporate approach in the long term by developing organizational options by addressing institutional and financial management capacity of DJB. ADB now intends to engage two Water Supply Experts along with support engineers to validate and update the Detailed Project Reports (DPRs) prepared in 2018–19. The Water Supply Experts will support the DJB in reviewing the existing DPRs and updating them in line with current technical standards and prevailing rates for two distribution packages and WTP.

Scope of Work

The consultant will assess and recommend water supply management schemes, introducing international best practices in water supply and demand management, and non-revenue water reduction. The experts will (i) lead technical review of existing DPRs of water supply system of the identified two packages out of the six packages, (ii) identify gaps/deficiencies in the existing DPRs, (iii) undertake physical validation on sample basis for line assets, (iv) update projected demands of future population/infra/service levels, (v) update the estimated cost of the packages with respect to present level of pricing, (vi) assist DJB in seeking technical approvals (vii) recommend international best practices to minimize present level of NRW.

Detailed Tasks and/or Expected Output

i) Extrapolation of Population Projections for the Year 2059 based on MoHUA, CPHEEO, and DJB feedbacks and inputs. ii) Ward wise distribution of the Projections for the Design Horizons. iii) Work out DMA wise and UGR wise Demands finalization. iv) Assign population densities to the ward wise shape files for the updated Design Horizons. v) Re-configuration of DMAs for the maximum final number of connections. vi) Revise the C-value for pipe material in the model considering HDPE pipes as needed. vii) Re-run the model and design the pipe network for revised peak factor. viii) Work out the pump head for the residual head requirement. ix) Make corresponding changes in Civil, Electrical, Mechanical and Instrumentation design / drawings. x) Update the BoQ and Cost estimates for the final revised design. (xi) support in preparing the bidding documents as per ADB’s latest template. (xii) Undertake survey works (xiii) Provide inputs to all Climate Change resilience related technical matters, and (xiv)Support DJB on technical matters to get approval of DPRs by CPHEEO. The consultant will provide direct support to the DJB to perform independently and update ADB Team Leaders on the development and any issues faced to achieve intended objectives of the assignment.

Minimum Qualification Requirements

The expert(s) shall have a graduate degree in civil /mechanical engineering or master’s degree preferably in environmental engineering or equivalent. He or she will have minimum 10 years of experience in the water sector, preferably on ADB-financed projects. Working experience with similar assignments for donor-funded projects and experience is preferred.
