The assignment is for a comprehensive needs assessment to identify opportunities; constraints; and priorities for sustainable aquaculture development in Djibouti. The study will evaluate the enabling environment for aquaculture; including market viability; value chain development opportunities; infrastructure requirements; environmental considerations; and relevant policy and institutional frameworks. Through economic analysis; stakeholder consultations; and market assessments; the assignment will identify viable aquaculture products and production systems; assess potential investment opportunities; and examine the conditions needed to support the growth of a competitive and sustainable aquaculture sector in Djibouti. The assessment will also provide practical recommendations to guide future public and private investments in the sector. Key outputs will include a needs assessment report that identifies priority aquaculture value chains; infrastructure gaps; suitable development sites; and stakeholder perspectives; while considering environmental sustainability; climate resilience; gender inclusion; and livelihoods impacts. The findings will help establish the foundation for sustainable aquaculture development in Djibouti.
