Objective and Purpose of the Assignment
The objective of the assignment is to assist WSIEDO, Mugu in site assessment, technical design, and
construction supervision of small-scale drinking water and irrigation schemes, ensuring quality, climate
resilience, and compliance with safeguards and community engagement principles.
Scope of Work
The Sub-Engineer will report to the Office chief at WSIEDO, Mugu and collaborate with PMSC consultants,
safeguard teams, and community stakeholders. Tasks include:
• Identify potential sites and conduct technical field surveys for gravity-fed and lift-based drinking
water and irrigation schemes.
• Assist in the formation and orientation of Water User Groups (WUGs) and facilitate community
contribution procedures, including bank account setup and local agreement processes.
• Coordinate with the concerned SWMO and DFO to align infrastructure design with catchment protection
and recharge needs.
• Assist in design and prepare engineering design drawings, BoQs, cost estimates, and assist in
preparation of technical specifications for proposed schemes.
• Ensure climate-resilient features and appropriate water conservation and energy-efficient technologies
(e.g., solar-lift systems) are incorporated in designs.
• Supervise infrastructure construction works conducted by contractors / users ‘community.
• Ensure compliance with engineering specifications, monitor progress and maintain site records and
quality control logs.
• Assist safeguard specialists in preparing environmental and social safeguard documents (e.g., EMP
checklists, mitigation measures).
• Ensure on-site compliance with ADB safeguard requirements, including health and safety measures.
• Provide technical backstopping to WUGs on capacity building.
• Conduct orientation or demonstration events on infrastructure upkeep.
• Submit site reports, work completion documents, and photographic evidence of progress.
• Provide inputs to quarterly progress and safeguard monitoring reports.
Detailed Tasks and/or Expected Output
Expected outputs include:
• Site assessment and survey reports
• Detailed engineering designs and technical specifications, bill of quantities, and cost estimates
• Construction supervision reports
• Final completion reports and as-built drawings of completed schemes
Minimum Qualification Requirements
• Certificate Level in Civil Engineering (Bachelor degree in civil engineering would be an advantage)
• Three (3) years of general experience and two (2) years of relevant experience in
designing/supervising water infrastructure (irrigation/ drinking water supply) projects
• Familiarity with government procedures
• Familiarity in AutoCAD, MS Office, and basic surveying equipment and tools
• Strong communication and interpersonal skills
Consultant will be best in the mugu district for the assignment .
Minimum General Experience: 3 Years
Minimum Specific Experience (relevant to assignment): 2 Years
