Objective and Purpose of the Assignment
The Asian Development Bank (ADB) partners with the Government of Azerbaijan (GOA) to rehabilitate and/or
develop water supply and sanitation infrastructure with private sector participation (the Project). The
Office of Markets Development and Public-Private Partnership of the ADB works for the GOA in the Project
preparation and tendering for its procurement through a public-private partnership (PPP) modality.
The Structural and Civil Engineer will assist ADB in conducting technical due diligence and updating a
feasibility study and other documentation as per local legislative and/or process requirements, which
will be followed by tender support for the Project. The Structural and Civil Engineer will work closely
with ADB and other consultants engaged by ADB for the Project.
Scope of Work
The scope of work includes, without limitation and subject to adjustments in future, the following,
which shall be conducted on specific asset/s and/or sub-project/s to be selected by ADB.
Detailed Tasks and/or Expected Output
Technical Due Diligence
(i) Perimeter boundary and topographic survey: Surveying the full perimeter boundary of the proposed
leased site and access road, setting permanent concrete monuments at all corners, and recording precise
GPS coordinates. It also requires completing a detailed topographic survey, mapping existing structures,
and producing a CAD plan showing boundary lengths, monuments, contours, and site features. Further
detailed scope of work will be shared upon engagement.
(ii) Structural assessment: Completing a detailed condition survey of the aeration basins and secondary
clarifiers, including visual inspections, measurement of structural dimensions, and nondestructive
concrete testing. The assessment will determine the in place concrete strength, followed by structural
analysis to evaluate adequacy under design loads and, if needed, recommendations for strengthening or
retrofitting. Further detailed scope of work will be shared upon engagement.
(iii) Geotechnical investigation: Conducting a full geotechnical investigation of the Project site,
including field reconnaissance, standard penetration tests, soil sampling, and comprehensive laboratory
testing to establish soil classification, strength, and engineering parameters. Completion of plate load
testing and evaluation of subsurface conditions to determine safe bearing capacity, groundwater
profiles, and foundation design recommendations for both shallow and deep foundations. The study will
also identify geotechnical hazards—such as liquefaction, settlement, or expansive soils—and will include
limited contaminated land testing to assess potential environmental risks. Further detailed scope of
work will be shared upon engagement.
(iv) Canal investigation: Reviewing existing records and conducting field investigations to map a canal
(to be specified by ADB), identify dischargers, document their characteristics, and observe visible
changes in water quality along different canal zones. Supervising water quality sampling at key
locations to assess pollution sources and impacts. Based on the findings, recommend actions on
problematic dischargers, propose canal improvements, and outline further studies needed. Further
detailed scope of work will be shared upon engagement.
(v) Inputs for updating a feasibility study report: Provide inputs to update a feasibility study report,
with a focus on technical and crosscutting subjects, including cost estimating for civil and structural
components as required by ADB and other consultants engaged by ADB for the Project:
Tender Support:
The Structural and Civil Engineer, in collaboration with other consultants engaged by ADB, will assist
in the preparation and implementation of the tender process for the Project. Tasks include, but not
limited to:
(i) Procedural compliance documentation to assist in the preparation of necessary documents to assist
the GOA in meeting domestic PPP procedures and requirements as well as the consultation process with
stakeholders.
(ii) Preparation of tender documents, including pre-qualification (RFQ) document, bid (RFP) document,
evaluation criteria and templates, draft PPP contract and other project agreements.
(iii) Organizing and implementing a competitive tender process till the successful award and execution
of a PPP contract and other project agreements. Tasks include, among others:
(a) Assistance in drafting responses to technical queries raised by bidders, preparing necessary
addendums/corrigendum and other materials for bid conferences and communication.
(b) Assistance in pre-qualification evaluation.
Deliverables and Estimated Submission Date / Format
(i) Due diligence and Updates to a detailed FS Report — Oct-2026 in any format as required by ADB/GOA
(ii) Inputs to pre-qualification documents — Oct-2026 in any format as required by ADB/GOA
(iii) Inputs to draft tender documents — Nov-2026 in any format as required by ADB/GOA
(iv) Others as may be required by ADB — Nov-2026 in any format as required by ADB/GOA
Remarks
(i) All deliverables and communications shall be provided in English and, when required ADB, in
Azerbaijani language as well.
(ii) Estimated Submission Date for each deliverable is subject to adjustments as per the progress in
overall project development activities.
(iii) Hybrid or online meeting may be prioritized for efficiency as the case may be when concurred by
ADB.
Minimum Qualification Requirements
The Structural and Civil Engineer shall have at least a master degree in civil engineering, urban
planning, environmental management and/or related areas, and/or at least 10 year experience in technical
advisory on water supply and sanitation infrastructure in Azerbaijan. The expert shall have sound
knowledge and experience in the field of designing, engineering, construction and operations of water
supply and sanitation infrastructure in Azerbaijan.
The expert shall have excellent oral and written communication skills in English. Interpersonal skills
for effective collaboration with experts in other areas of expertise are required.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 10 Years
