Job Description and Duties

This position is entitled to a $250.00 pay differential per month based on Bargaining Unit and/or work location.
The San Francisco Bay Regional Water Quality Control Board has an opening for a permanent/fulltime Senior Environmental Scientist (Specialist) position in the Watershed Management Division. Our office follows a hybrid work schedule, with staff working in-person four days per week and telework available one day per week, subject to operational needs. Fieldwork is also required as part of this position. The office is located at 1515 Clay Street, Suite 1400, Oakland CA 94612, conveniently located near BART and other public transportation.
Under the direction of a Supervising Water Resource Control Engineer, the incumbent will serve as the Water Board representative on the Bay Restoration Regulatory Integration Team (BRRIT), a multi-agency collaborative team to ensure timely action on project applications and compliance with federal and state water quality requirements. The incumbent will be responsible for: reviewing applications and preparing certifications for Clean Water Act Section 401 Water Quality Certification (Certification); reviewing Reports of Waste Discharge and preparing Waste Discharge Requirements (WDRs) under the California Water Code; preparing other Water Board authorizations, as needed; and coordinating with other BRRIT regulatory agencies on technical and procedural issues in the review of multi-benefit restoration projects. Consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

Working Conditions
Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.
In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.
Salary Information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales,
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
