About this position

We are looking for a highly experienced, strategic, and results-oriented Technical Consultant. As Technical Consultant, you will provide senior-level technical and advisory support to the Sector Specialist and IDB project teams on innovative solutions to water, sanitation, drainage, and solid waste developmental challenges in Jamaica. You will contribute to the identification and review of new project opportunities, including the viability of public-private partnerships (PPPs) in the sector, and provide senior-level technical support in the design, preparation, and implementation of complex projects.

You will work in the Water and Sanitation Division (INE/WSA), which is part of the Infrastructure and Energy Department of the IDB, in the Country Office of Jamaica (CJA). INE/WSA seeks to ensure universal and sustainable access to quality water, sanitation, drainage, and solid waste management services to contribute to the sustainable economic growth of IDB member countries of Latin America and the Caribbean and to the improvement of the quality of life of its citizens.

What you’ll do

  • Provide senior technical and strategic support to the Sector Specialist and IDB Project Teams across all phases of the project cycle (preparation, approval) for water, sanitation, drainage, and solid waste operations in Jamaica and other Caribbean countries, as needed.
  • Provide senior oversight and hands-on support in project administration, including participation in inspection missions, coordination and preparation of reports, and review of consultancy deliverables, ensuring quality and compliance with Bank procedures.
  • Contribute to project structuring and portfolio management, providing technical, financial, and institutional inputs, addressing complex challenges, and ensuring alignment with IDB standards and country development priorities.
  • Support sector dialogue and stakeholder engagement, in coordination with the Sector Specialist and Country Office leadership, including interactions with government counterparts, development partners, and private sector stakeholders.
  • Support Executing Agencies in the preparation and review of project documentation, including bidding documents, terms of reference, technical assessments, Annual Operation Plans, and progress and monitoring reports.

What you’ll need

  • Education: Master’s degree (or equivalent advanced degree) in Engineering or Environmental Science, or other fields relevant to the responsibilities of the role.
  • Experience: At least ten (10) years of progressive experience in water and sanitation, or related sector. Experience of IDB or other IFI projects and procedures would be an asset. Field experience in Jamaica and/or the Caribbean region would be an asset.
  • Languages: Proficiency in English.

Requirements

  • Citizenship: You are a citizen of one of our 48-member countries. Must be eligible to work in job location without the need for sponsorship.
  • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • National consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
