Offer Description

International selection procedure for the recruitment of a doctoral researcher in the field of Chemistry, within the scope of the MONIAQUA project.

Fixed-term public employment contract for a period of three years, renewable for one-year periods up to a maximum duration of six years.

Work plan and objectives:

This position is intended for carrying out research work within the framework of the MONIAQUA project at the Hydrographic Institute (HI), aiming to achieve the following specific objectives:

  • Design, optimise and consolidate advanced methodologies for monitoring oceanographic evolution, focusing on sensitive areas, ensuring the continuous assessment of the environmental status of marine waters through the analysis of physico-chemical parameters and emerging contaminants, with particular emphasis on microplastics; 
  • Design, coordinate and implement robust spatio-temporal sampling strategies in coastal and transitional waters, integrating in a synergistic way the results and time series from ongoing observation programmes; 
  • Participate in sampling campaigns, laboratory work, sample processing and validation of results, in accordance with applicable technical and quality procedures;
  • Carry out the acquisition, processing and analysis of physico-chemical data in water and sediment matrices, covering organic compounds, metals, nutrients and microplastics. In the field of microplastics, the aim is to deepen scientific knowledge on occurrence mechanisms, spatial distribution, transport dynamics and potential impacts in transitional and coastal systems; 
  • Include the acquisition and analysis of data relevant to the study of ocean acidification, contributing to the assessment of the effects of climate change on the marine environment; 
  • Lead the development and consolidation of the metrological component applied to marine environmental monitoring, ensuring high standards of reliability, traceability and comparability of data. This includes the development, validation and application of advanced analytical methodologies, as well as the design of statistical and IT tools to support data processing, quality control and validation in marine chemistry;
  • Contribute to the implementation, maintenance and updating of a harmonised national database, integrating the data generated under the MONIAQUA project, and promote the creation, editing and availability of value-added data products for the scientific community and policy-makers; 
  • Prepare technical reports, opinions, scientific contributions and other documents supporting the implementation, monitoring and dissemination of the project results;

Disseminate the results obtained, namely through the preparation of communications, scientific publications and participation in national and international technical or scientific meetings.

The work will be carried out at the Portuguese Hydrographic Institute facilities in Lisbon and at the Azinheira Hydrographic Base, Seixal, including national and international missions and work onboard hydro-oceanographic vessels when required.

Specific Requirements

  • Those established in Article 17 of Annex Part II of Law No. 35/2014, of June 20, in its current wording.
  • Hold a PhD degree in the scientific area: Chemistry.
  • Candidates must be fluent in the Portuguese language;

Required Research Experience

  • Have experience in research activities in the scientific area of the selection procedure;
  • Have experience in the creation or strengthening of scientific infrastructures related to strategic instruments for fulfilling the HI’s scientific activities;
  • Have experience in the development and implementation of instrumental analytical methods associated with the analysis of organic and inorganic parameters and microplastics in the marine environment;
  • Have experience in accreditation processes for instrumental analytical methods and in internal and external institutional recognition in the field of chemical metrology;

Benefits

The remuneration corresponds to level 50 of the Single Remuneration Table of the Public Administration, in the amount of €3,365.77 per month.

The working conditions and social benefits are those generally in force for public administration workers, under a fixed-term public service employment contract.

Selection process

Under the terms of Article 5 of Decree-Law No. 57/2016, of August 29, in its current wording, the selection is carried out through the evaluation of the scientific and curricular path of the candidates, with the Absolute Merit Evaluation, of an eliminatory nature, being applied first, followed by the Relative Merit Evaluation.

Absolute Merit Evaluation:

– The absolute merit of the candidates is expressed by the formula of Rejected or Approved.

– The criterion for approval in absolute merit is established for candidates holding a Doctorate in the scientific area of the competition and who demonstrate the specific requirements and research experience previously indicated.

– The verification of the specific requirements for the assessment of absolute merit must refer to the certificates, publications, or other elements that support the said experience

Relative Merit Evaluation (MR):

– The assessment is documentary and will be carried out in accordance with the legislation in force, being graded on a scale from 0.0 to 20.0 points and detailed to the tenths. The final result of the assessment will be calculated as follows:

MR=0.35 × MC + 0.35 × EP +0.20 x ED + 0.10 × AG 

in which: 

MC (Scientific Merit) corresponds to the scientific and technological production of the last five years considered most relevant by the candidate;

EP (Professional Experience) corresponds to the applied research activities, or practice-based research activities, developed in the last five years and considered of greatest impact by the candidate;

ED (Extension and Dissemination) corresponds to the extension and knowledge dissemination activities carried out in the last three years, particularly in the context of promoting scientific practices, considered most relevant by the candidate;

AG (Management Activities) refers to activities related to the management of science, technology, and innovation, and providing services to the community, in Portugal or abroad.

– The criteria and respective classification will be established by the competition jury and recorded;

– In the evaluation of the relative merit of the candidates, the parameters listed in points 1 to 4 below will be considered:

1 — Scientific Merit (MC):

a) Properly documented scientific publications, namely master’s dissertations, doctoral theses or equivalents, articles published in scientific journals, conference proceedings or other scientific meetings, books or book chapters, and reports (7 points);

b) Communications at congresses, conferences, symposia, scientific workshops, and similar events (6 points);

c) Contribution to the creation or strengthening of scientific infrastructures within the scope of strategic instruments for fulfilling the HI’s scientific activity (3 points);

d) Participation in marine environment observation and mapping campaigns aboard hydrographic and/or oceanographic vessels (2.5 valores).

e) Institutional representation actions (1 point);

f) Awards and distinctions (0.5 points).

2 — Professional Experience (EP)

a) Participation in scientific programs and projects in the field of chemistry, in general, and pollutants in the marine environment in particular (6 points);

b) Preparation and submission of applications for research projects and proposals for applied studies (1 point);

c) Participation in technical-scientific studies and opinions (1 point);

d) Development of techniques for the analysis of pollutants in the marine environment (6 points);

e) Development and implementation of analytical methodologies and tools to support data processing and validation, proficiency in MS Excel and knowledge of programming languages in different areas of Marine Chemistry in general, and microplastics in particular — 6 points);

3 — Extension and Dissemination (ED)

a) Participation in professional training activities with impact in the research area (6 points).

b) Attendance of courses and seminars, especially those relevant to the activities identified in this call (7 points)

c) Teaching activities within any study cycle and non-degree granting education actions (3 point);

d) Supervision of research work carried out by grant holders or trainees on topics compatible with the scientific area (1.5 points);

e) Participation in juries/panels for master’s examinations and other academic or similar examinations (1.5 points);

f) Organisation of science communication events and science outreach activities on social media and in the media (1 point).

4 — Management of Scientific Activity (AG)

a) Participation in advisory units and in the management of scientific activity (4 points);

b) Participation in the implementation and management of programs and scientific research projects in the field of chemistry, with particular emphasis on marine chemistry and on the areas of interest of this competition (7 points);

c) Participation in international organizations with activities related to chemistry in general and, within these, with marine chemistry in particular (9 points).

Interview: The evaluation of the Relative Merit may be complemented by an interview, which does not constitute a selection method and is not evaluated, aiming to obtain clarifications or to make explicit elements contained in the candidates’ curricula

Method of publishing/notifying the results:

The final evaluation results will be published in an alphabetically ordered list, posted in a visible and public place in the Human Resources Division and on the internet at www.hidrografico.pt, with the approved candidate being notified via email.
