DIAGNOSTIC STUDY AND ACTION PLAN FOR THE UPGRADING OF THE DJIRI DRINKING WATER PRODUCTION COMPLEX IN BRAZZAVILLE

Mission title: Regarding the recruitment of a firm responsible for the diagnosis and action plan for the upgrading of the Djiri drinking water production complex

1. The Government of the Republic of Congo has received a loan from the International Bank for Reconstruction and Development (IBRD) to cover the cost of the Electricity Services Improvement Project and intends to allocate part of the resources granted under this loan to finance the service contract of a firm responsible for the diagnosis and action plan for the upgrading of the Djiri drinking water production complex.

2. The consulting services (“the Services”) include, among other things: (i) Task 1: Conduct a diagnostic assessment of the Djiri drinking water production complex; (ii) Task 2: List and quantify the actions to be implemented to restore the complex to operational status; (iii) Task 3: Organize the actions in a Gantt-type action plan; (iv) Task 4: Define key performance indicators (KPIs) and target values ​​to measure the impact of the agreed actions.

The estimated duration of the mission is three (03) months.

4. The Electricity Services Improvement Project now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The shortlist selection criteria are as follows:

Main activities or general experience of the consultant and number of years of experience  :

  • The consulting firm must have at least 5 years of proven experience in the fields of drinking water production, electrical engineering, automation, remote management, and SCADA systems. The consultant must provide verifiable references for similar projects successfully completed (certificates of satisfactory completion).

Specific experience in diagnostic studies of hydraulic structures  :

  •  Experiences similar to the services covered by these Terms of Reference and provide verifiable references and certificates of successful completion for each of the similar projects presented.

Technical and managerial skills of the consultant

  • Have a qualified multidisciplinary team composed of at least four (04) key experts with at least the levels of training, competence and experience defined in the Terms of Reference.

5. Interested consultants are advised to refer to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016, revised November 2017, July 2018, November 2020, September 2023, February 2025, and September 2025 (“Procurement Regulations”), which sets out the World Bank’s policy on conflicts of interest. In addition, please refer to the following specific information regarding conflicts of interest related to this assignment: Consultants may not be engaged for assignments that would be incompatible with their current or past obligations to other clients, or that would prevent them from fulfilling their mandate in the best interests of the Borrower.

6. Consultants may partner with other firms to enhance their qualifications, but they must clearly indicate whether the partnership takes the form of a joint venture and/or a subcontract. In the case of a joint venture, all members of the joint venture will be jointly and severally liable for the entire contract, should they be selected.

7. A consultant will be selected using the SQC (Selection Based on Consultant Qualification) method as defined in the Procurement Regulations. Only shortlisted candidates will be notified.

9.
