Assignment: Consultancy Services for the Preparation of a Climate-Resilient Stormwater Drainage System and Stormwater Management Plan for Majuro Atoll

1. The Government of the Republic of the Marshall Islands (RMI) has received financing from the World Bank towards the cost of the RMI Urban Resilience Project (RMIURP) and intends to apply part of the proceeds for Consulting Services.

2. The objective of this consultancy is to prepare a comprehensive, climate-resilient Stormwater Drainage System and Stormwater Management Plan for Majuro Atoll through the assessment of the existing drainage network, hydraulic performance, flood risks, asset conditions, and climate change impacts. The assignment will develop a strategic drainage asset management plan, identify priority maintenance, rehabilitation, and capital investment needs, prepare improved drainage design standards and cost estimates, and recommend sustainable maintenance, funding, and institutional arrangements to enhance the long-term resilience, functionality, and management of the stormwater drainage system.

3. The Services will include, among other tasks: (i) preparation of an inception report; (ii) engineering assessments including drainage network mapping; spatial flooding, hydraulic capacity, and condition assessment; sediment sources assessment and control points; wide area drainage assessment; criticality assessment and priority works; improved drainage designs; (iii) public engagement and survey; and (iv) asset management support including maintenance models and requirements, asset condition measures and asset management plan.

4. The complete scope of services and other details pertaining to this assignment, including the key and non-key experts required, are described in the Terms of Reference (TOR) which can be obtained from the email addresses provided below. The expected duration is 15 months under a lump sum contract.

5. The Ministry of Public Works, Infrastructure and Utilities now invites eligible consulting firms (Consultants) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria and scoring are listed in the table below.

   3Demonstrated experience in consultancy assignments in Pacific countries, atoll environments and/or island environments or other contexts with comparable climate, disaster-risk, land, infrastructure, community consultation and implementation constraints.                      15
   4Experience and expertise in consultancy assignments funded by international development agencies, e.g., World Bank, Asian Development Bank, or other similar international financial institutions or funding agencies.                    10

6. In addition, the Ministry of Public Works, Infrastructure and Utilities invites interested consultants to provide comments on: The TOR; ways to incorporate social responsibility and Marshallese culture; gender equality of team members; and innovative approaches to the assignment.

7. Key Experts will not be evaluated at the shortlisting stage. Consultants should therefore focus their Expressions of Interest on firm-level qualifications and relevant experience. Key Experts and detailed technical methodology will be evaluated at the Request for Proposals stage.

8. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Seventh Edition September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

9. The Consultant may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected.

10. Only shortlisted Consultants will be invited to submit technical and financial proposals in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

12. Expressions of Interest must address the shortlisting requirements indicated above in section 4 (1-6) and section 5 and must not be longer than 30 pages.
