Objective and Purpose of the Assignment
- The consulting package “Assessment and proposals of innovative solutions and technologies for
solid waste treatment to advance the circular economy, and promotion of wastewater treatment
technologies for industrial parks” – TA9417-MAE QCBS-24 (hereinafter referred to as the “consulting
package”) is intended to support the Vietnam Environment Agency, local authorities, industrial park
management boards, enterprises, and relevant stakeholders in strengthening their capacity and
improving the effectiveness of the management, treatment, recycling, and resource recovery of
agricultural by-products, related biomass streams, and industrial solid waste; reducing open
burning; and disseminating advanced wastewater treatment technologies for industrial parks. - The consulting package applies a data- and evidence-based approach to assess the current status
of generation, collection, transport, treatment, recycling, utilization, and resource recovery;
review policies, legislation, and international experience; and assess the feasibility, technical
characteristics, environmental performance, economic and financial viability, market potential, and
commercialization prospects of priority solutions and technologies. Based on the assessment
results, the consulting package will propose appropriate measures, technologies, implementation
models, enabling conditions, and a resource mobilization roadmap suited to Viet Nam’s conditions. - The main deliverables of the consulting package include: an inception and methodology report;
status assessment reports; policy and legal review reports; reports synthesizing international
experience; feasibility assessment and proposed measures reports; survey and technical assessment
reports for priority technologies; economic and financial assessment and commercialization
potential reports; operational guidance, a training program, and a training report on advanced
wastewater treatment technologies; and a consulting package completion report, including a roadmap
for implementation, scale-up, monitoring, supervision, and resource mobilization. - The consulting package is expected to be implemented over 15 months, from 1 September 2026 to 30 November 2027.
