Job summary

The Program Officer is responsible for overseeing the implementation and management of assigned projects within the program, ensuring the achievement of planned objectives while complying with donor requirements and organizational policies. The role coordinates project teams, monitors project plans, budgets, and reporting, contributes to quality assurance, risk management, and staff capacity building, and coordinates with partners and relevant stakeholders to maximize program impact for beneficiaries.

Qualifications and education requirements:

Bachelor’s degree in Business Administration, an equivalent field, or a discipline relevant to the program.

A Project Management certification is preferred.

Essential Duties and Responsibilities:

  • Contribute to the effective management and successful implementation of assigned projects, ensuring accountable and efficient program delivery.
  • Develop project plans, including detailed implementation plans, procurement plans, HR plans, expenditure plans, and other operational plans for projects under direct responsibility, and submit them to the direct supervisor for approval.
  • Ensure effective implementation of program/projects in compliance with contractual obligations, donor requirements, policies, procedures, rules, and regulations.
  • Ensure that assigned projects are implemented in line with community and beneficiary needs.
  • Ensure project implementation meets recognized quality standards and humanitarian frameworks such as Sphere, CHS, and CaLP.
  • Support the management of project budgets and review financial reports.
  • Effectively manage project teams and ensure fair and transparent task distribution in coordination with the Program Coordinator/Manager.
  • Ensure proper documentation and data management for program and project records in coordination with the Program Coordinator/Manager.
  • Maintain effective communication with donors, partners, and sponsors in coordination with the program management team.
  • Exchange information with donors, clusters, sub-clusters, NGOs, and other coordination mechanisms.
  • Ensure appropriate management of financial, safety, security, programmatic, and reputational risks.
  • Ensure timely submission of high-quality internal and external narrative and programmatic reports (weekly, monthly, interim, and final) related to projects under direct supervision.
  • Monitor project activities, including procurement, payments, technical meetings, HR processes, partner meetings, and activity implementation.
  • Build the technical and managerial capacities of project teams based on identified training needs.
  • Conduct periodic and final staff performance evaluations for project teams in coordination with the Human Resources Department.
  • Represent the program and ATAA Relief in relevant internal and external meetings in coordination with the Program Management.
  • Attend training sessions assigned by the Program Manager.
  • Contribute to strengthening the technical and managerial capacities of field program staff in coordination with the Program Manager.
  • Travel as required to monitor activities and attend meetings.
  • Participate in regular meetings with the direct supervisor, team members, and relevant colleagues to discuss progress and updates.
  • Perform core administrative responsibilities in coordination with the Human Resources Department, including developing and updating job descriptions, supporting performance management, capacity-building plans, attendance follow-up, recruitment processes within the department, and coordinating employee-related HR matters while promoting compliance with HR procedures.
