Job Description
Introduction

Project Context and Scope
In response to the 17th Ebola virus disease outbreak in the Democratic Republic of Congo, IOM is strengthening its operational support for infection prevention and control activities at points of entry and checkpoints. Planned interventions include the construction and/or installation of screening huts, temporary isolation areas, handwashing stations, clean water supply systems, and the proper management of wastewater and waste related to WASH activities.
Under the general supervision of the infrastructure coordinator and the direct supervision of the Emergency Coordinator EVD, the consultant will contribute to the field monitoring of Shelter/WASH activities, coordination with service providers, MHD teams, local authorities and partners present on the sites, as well as regular reporting of achievements, constraints, risks and urgent needs related to the Ebola response.
Nature of the consulting mission
The Shelter/WASH Assistant Consultant supports the operational implementation of Shelter/WASH activities during the 17th Ebola virus disease outbreak in the Democratic Republic of Congo. They will be responsible for the daily monitoring of the construction and installation of shelters, handwashing stations, water points, and other temporary infrastructure at Points of Control (POCs) and Points of Emergency (POEs), as well as supporting clean water supply, wastewater management, and adherence to infection prevention and control measures. This is a
Category A consulting assignment.

Responsibilities
Tasks to be performed under this contract
- Ensure daily monitoring of construction, installation and/or rehabilitation work on Shelter/WASH infrastructure related to the Ebola response, including control huts, handwashing stations, water points, water storage/distribution devices and temporary facilities at POCs and POEs;
- Control the quality of work and installations in accordance with plans, sketches, estimates, technical specifications, WASH standards and infection prevention and control requirements applicable to the Ebola response;
- Monitor the daily supply of clean water to POCs and POEs, verify the availability, continuity and storage/distribution conditions of the water, and immediately report any disruption or operational risk;
- Ensure monitoring of wastewater management and drainage systems around handwashing stations, water points and other WASH facilities, in order to limit health and environmental risks;
- Receive and inspect WASH materials, equipment and supplies before use, including tanks, taps, supports, handwashing devices, piping, aggregates and temporary building components;
- Support the technical acceptance of works and installations, document non-conformities, propose corrective measures and monitor their implementation within the timeframes required by the urgency;
- Coordinate daily with service providers, MHD teams, local authorities, POC/POE managers and other partners to ensure rapid, safe and compliant implementation of Shelter/WASH activities;
- Raising awareness among service providers, workers and infrastructure users on the correct use, basic maintenance and protection of WASH facilities put in place as part of the response;
- Ensure the application of health, safety, environmental and social safeguards measures on intervention sites, including the appropriate use of personal protective equipment and the prevention of risks on construction sites;
- Prepare daily, weekly and monthly reports on the progress of activities, quantities achieved, difficulties encountered, risks identified, urgent needs and operational recommendations;
- Perform any other tasks related to Shelter/WASH activities and the Ebola response, as required by operational needs and instructions from the supervisor.
Performance indicators for the evaluation of results
- Documented daily monitoring of Shelter/WASH work and installations carried out at POC and POE, with reports submitted within the agreed deadlines;
- Cabins, handwashing stations, water points and wastewater management devices installed or rehabilitated in accordance with infection prevention and control plans, specifications and standards;
- Clean water supply monitored regularly, with rapid identification and reporting of disruptions, deficiencies or risks affecting service continuity;
- Health, safety, environment and protection measures applied on sites, with professional coordination with service providers, local authorities, partners and IOM teams.
Qualifications
Required Qualifications and Experience
Education
- University degree or advanced technical degree in civil engineering, hydraulics, construction, WASH, architecture, environmental health or related field, obtained from a recognized institution.
Experience
- Have at least four years of professional experience in monitoring construction work, WASH infrastructure, water supply, sanitation or temporary infrastructure in humanitarian or emergency contexts;
- Experience in epidemic response, infection prevention and control activities, or WASH interventions in the context of Ebola or other health emergencies is highly desirable;
- Good practical knowledge of handwashing stations, water points, water storage and distribution, drainage, wastewater management and quality control of WASH materials and facilities;
- Experience in coordinating with service providers, local authorities, technical teams, humanitarian partners and communities in complex intervention areas;
- Experience gained with United Nations agencies, international NGOs or partners involved in humanitarian or health response is desirable.
Necessary travel
Frequent travel within the assigned area of responsibility, including to points of operation (POCs), points of engagement (POEs), construction sites, water supply areas, and Ebola response intervention sites, as required by operational needs and security conditions.
Language
All IOM staff members, across all categories, must be proficient in one of the IOM’s official languages (English, French, Spanish).
For this position, a good command of French (spoken and written) is required. Proficiency in English would be an advantage.
