Objective and Purpose of the Assignment

The Environmental Consultant will support CPIU Bappenas by providing environmental analysis, climat-
related, and Nature-based Solutions (NbS) considerations inputs to strengthen flood risk management
strategies.

Scope of Work

The scope of work of the Environmental Consultant is as follows:

  1. Compile and update environmental and climate-related data for North Java river basins, including
    upstream, midstream, downstream, and coastal areas;
  2. Review and synthesize relevant studies, reports, planning documents, and technical references related
    to environmental conditions, climate trends and impacts, and flood risk management in North Java;
  3. Assess environmental and climate-related existing conditions and trends, and evaluate associated
    risks, constraints, opportunities, and gaps to inform and strengthen proposed flood risk management
    strategies and interventions;
  4. Identify and assess key environmental and climate indicators, priority areas, and suitable
    intervention approaches to support strategic planning, prioritization, and monitoring frameworks,
    including Nature-based Solutions (NbS);
  5. Contribute to environmental and climate-related technical analysis to provide recommendations of
    flood risk management and environmental sustainability, including the identification of priority
    intervention areas and the suitability of appropriate interventions for each area, particularly NbS, in
    coordination with senior experts and GIS teams, and support the related capacity building;
  6. Ensure integration of environmental, climate, and NbS considerations into cross-sectoral aspects;
  7. Contribute to monitoring, evaluation, and documentation of lessons learned related of FMNJP
    activities, particularly from environmental, climate-related, and NbS perspectives;
  8. Review the FMNJP Overall Work Plan (OWP) and Annual Work Plan (AWP) and provide technical inputs from
    environmental, climate-related, and NbS perspectives;
  9. Conduct coordination with PMU, CPIUs, and other related agencies to support the achievement of FMNJP
    project outcomes;
  10. Contribute to policy advocacy and knowledge sharing by preparing technical notes and knowledge
    products, such as reports, infographics, and/or training modules, from environmental, climate-related,
    and NbS perspectives, and support related dissemination and advocacy activities to promote the uptake of
    the FMNJP outputs; and
  11. Other activities as requested by the Directorate of Water Resources, Bappenas to support the FMNJP
    outcomes.

Detailed Tasks and/or Expected Output

Key objectives of the Environmental Consultant are as follows:

  1. Support the collection, validation, and review of environmental conditions, climate-related aspects,
    NbS scheme and relevant environmental policies related to flood risk management and NbS in North Java;
  2. Ensure environmental, climate-related, and NbS considerations are coherently reflected in flood risk
    management planning, based on existing conditions, climate-related trends, relevant planning documents,
    studies, and policies;
  3. Contribute to environmental, climate-related, and NbS analysis and recommendations to support the
    integration of environmental sustainability and NbS into flood risk management planning across upstream,
    midstream, downstream, and coastal areas;
  4. Contribute to the preparation of periodic progress reports to monitor program activities and the
    achievement of targets.

Minimum Qualification Requirements

  1. Minimum Bachelor’s degree in relevant fields of Environmental Engineering/Environmental
    Science/Development Studies/Environmental Policy, as evidenced by a copy of the relevant diploma or
    degree certificate;
  2. Have at least 5 (five) years of professional experience for candidates holding a Bachelor’s Degree,
    or at least 3 (three) years of professional experience for candidates holding a Master’s Degree, as
    evidenced by employment certificates, reference letters, or employment contracts;
  3. Have at least 3 (three) years of work experience in environmental policy, as evidenced by employment
    certificates, reference letters, or employment contracts;
  4. Experience in working minimal 1 (one) job within the last 4 (four) years in government/institution of
    private sector, as evidenced by employment certificates, reference letters, or employment contracts;
  5. Have work experience in flood management/climate resilience/nature based solutions will be considered
    an advantage;
  6. Have experience in water resources projects funded by international
    agencies/institutions/organizations;
  7. Have experience in national development planning processes or programs related to water resources;
  8. Have experience in coordinating and synchronizing planning and implementation projects/programs
    across multiple sectors and stakeholders in the water resources;
  9. Have experience in writing policy paper/study/book; and
  10. Have experience in using geospatial tools and handling spatial datasets will be considered an
    advantage.
