Objective and Purpose of the Assignment

The Economic Consultant will support CPIU Bappenas by providing economic and
financing analysis, financing strategy inputs, and economy-related advisory support to
strengthen flood risk management strategies and the alignment of FMNJP and North
Java Development interventions with national development objectives.

Scope of Work

1) Compile, update, and assess baseline economic and financing data relevant to flood risk management in
North Java, including flood exposure, asset
valuation, socio-economic vulnerability, and investment cost considerations;
2) Review and synthesize relevant studies, reports, policy and planning documents at national and
subnational levels to identify economic and financing requirements to identify economic and financing
requirements in existing flood risk management strategies;
3) Identify and assess key economic and financing indicators to support strategic planning,
prioritization, and monitoring frameworks under FMNJP;
4) Contribute to economic and financing analysis to support flood risk management, investment
prioritization, and the identification of cost-effective
geographic and sectoral intervention areas, in coordination with senior experts and GIS teams, and
support the related capacity building;
5) Develop stakeholder and institutional mapping for economic, financing, and flood risk management
actors, including the assessment of opportunities for alternative and blended financing instruments;
6) Contribute to monitoring, evaluation, and documentation of lessons learned related to economic and
financing aspects of FMNJP activities;
7) Review the FMNJP Overall Work Plan (OWP) and Annual Work Plan (AWP) and provide economic and
financing perspectives to support feasibility and coherence with national development objectives;
8) Conduct coordination with CPIU, PMU, PIUs, and other relevant agencies to support the achievement of
FMNJP outcomes;
9) Contribute to policy advocacy and knowledge sharing by preparing technical notes and knowledge
products, such as reports, infographics, and/or training modules, from an economic and financing
perspective, and support related dissemination and advocacy activities to promote the uptake of the
FMNJP outputs; and
10) Other activities as requested by the Directorate of Water Resources, Bappenas to support the FMNJP
outcomes and North Java Flood Management objectives

Detailed Tasks and/or Expected Output

  • The expected outputs of the Consultant are the fourteen deliverables set out in the table below, which
    follow the sequence of activities of the CS-20 activity plan.
  • They correspond one-to-one with the fourteen payment terms of the contract, so that each payment term
    is triggered by the acceptance of the corresponding deliverable and no payment falls due without a
    verifiable output.
  • The timing of submission refers to the project month by the end of which the deliverable is submitted,
    counted from the commencement of the assignment.
  • The first twelve deliverables are submitted at twomonth intervals, from Month 1 to Month 23, and the
    last two deliverables are submitted at three-month intervals, in Month 26 and Month 29, in view of the
    29-month contract duration.
  • The content described for each deliverable indicates the scope of the output and does not limit the
    approach, the methodology, or the level of detail adopted by the Consultant in delivering it.

Minimum Qualification Requirements

1) Minimum Bachelor’s degree in relevant fields of Economic/ Management/ Accounting, as evidenced by a
copy of the relevant diploma or degree certificate;
2) Have at least 12 (twelve) years of professional experiences with bachelor’s degree or 8 (eight) years
of professional experience with master’s degree, as evidenced
by employment certificates, reference letters, or employment contracts;
3) Have at least 5 (five) years of work experience in water resource management, as evidenced by
employment certificates, reference letters, or employment contracts;
4) Have experience in alternative and blended financing, including PPP, climate finance, or result-based
financing mechanisms;
5) Have experience in coordinating and synchronizing planning and implementation projects/programs
across multiple sectors and stakeholders in the water
resources;
6) Have experience in water resources projects funded by international
agencies/institutions/organizations;
7) Have experience in national development and planning program related to water resources; and
8) Have experience in writing policy paper/study/book.

Minimum Specific Experience (relevant to assignment): 5 Years
