Objective and Purpose of the Assignment
The Water Resources Consultant will support CPIU Bappenas by providing technical and analytical support
in water resources planning, data assessment, and
performance monitoring for FMNJP activities, ensuring the alignment of project planning and
implementation with flood risk management objectives and regulatory frameworks.
Scope of Work
1) Compile and update hydrological, flood risk, coastal, and water infrastructure data for North Java
river basins, including upstream, midstream, downstream, and coastal areas;
2) Review and synthesise relevant regulations, planning documents, previous studies, and technical
guidelines related to flood, coastal, and water resources management;
3) Identify and assess key data and indicators to support hydrological analysis, strategic planning, and
monitoring frameworks;
4) Contribute to technical analysis of hydrological and water resources conditions, including river
basin characteristics, flood behaviour, and interaction between river and coastal systems, to support
flood risk assessment and identification of priority intervention areas, in coordination with senior
experts and GIS teams, and support the related capacity building;
5) Support the assessment of suitable flood risk management interventions, including both structural and
non-structural measures, based on hydrological and water resources considerations;
6) Ensure coordination and integration of water resources analysis with spatial, environmental, and
climate-related aspects to support integrated flood risk
management;
7) Contribute to monitoring, evaluation, and documentation of lessons learned related of FMNJP
activities, particularly from water resource management
perspective;
8) Review the FMNJP Overall Work Plan (OWP) and Annual Work Plan (AWP) and provide technical inputs from
water resources management perspective;
9) Conduct coordination with PMU, CPIUs, and other related agencies to support the achievement of FMNJP
project outcomes;
10) Contribute to policy advocacy and knowledge sharing by preparing technical notes and knowledge
products, such as reports, infographics, and/or training
modules, from a water resources, flood risk, and infrastructure perspective, and support related
dissemination and advocacy activities to promote the uptake of the FMNJP outputs; and
11) Other activities as requested by the Directorate of Water Resources, Bappenas to support the project
outcome and North Java Flood Management.
Detailed Tasks and/or Expected Output
- The expected outputs of the Consultant are the fourteen deliverables set out in the table below, which
follow the sequence of activities of the CS-20 activity plan. - They correspond one-to-one with the fourteen payment terms of the contract, so that each payment term
is triggered by the acceptance of the corresponding deliverable and no payment falls due without a
verifiable output. - The timing of submission refers to the project month by the end of which the deliverable is submitted,
counted from the commencement of the assignment. - The first twelve deliverables are submitted at twomonth intervals, from Month 1 to Month 23, and the
last two deliverables are submitted at three-month intervals, in Month 26 and Month 29, in view of the
29-month contract duration. - The content described for each deliverable indicates the scope of the output and does not limit the
approach, the methodology, or the level of detail adopted by the Consultant in delivering it.
Minimum Qualification Requirements
1) Minimum Bachelor’s degree in relevant fields of Civil Engineering/Water Resources Engineering, as
evidenced by a copy of the relevant diploma or degree
certificate;
2) Have at least 8 (eight) years of professional experience for candidates holding a Bachelor’s Degree,
or at least 4 (four) years of professional experience for candidates holding a Master’s Degree, as
evidenced by employment certificates, reference letters, or employment contracts;
3) Have at least 5 (five) years of work experience in field of water resources, as evidenced by
employment certificates, reference letters, or employment contracts;
4) Experience in working minimal 1 (one) job within the last 4 (four) years in government/institution of
private sector, as evidenced by employment certificates,
reference letters, or employment contracts;
5) Have experience in water resources projects funded, commissioned, or supported by international
agencies, institutions, or organizations, or delivered in
collaboration with international development partners;
6) Have experience in national development planning processes or programs related to water resources;
7) Have experience in coordinating and synchronizing planning and implementation projects/programs
across multiple sectors and stakeholders in the water resources;
8) Have experience in preparing policy papers, policy briefs, technical studies, technical guidelines,
or related publications; and
9) Familiarity with hydrologic and hydraulic modelling software (such as HEC-RAS and HEC-HMS) and with
geospatial and GIS software (such as ArcGIS or QGIS),
or equivalent tools, together with experience in handling spatial datasets, will be considered an
advantage.
