Objective and Purpose of the Assignment

The Institutional Consultant will support CPIU Bappenas by providing institutional and policy analysis,
stakeholder coordination support, and governance-related inputs to
strengthen flood risk management strategies.

Scope of Work

1) Compile and review updated national and subnational policies, regulations,
strategies, and institutional frameworks relevant to flood risk management,
water resources, climate resilience, and related sectors;
2) Assess institutional roles, responsibilities, mandates, and coordination
mechanisms among key stakeholders at national and subnational levels,
including the mapping of institutional arrangements and governance
structures;
3) Conduct institutional and policy analysis to identify gaps, overlaps,
bottlenecks, needs, and opportunities, including inconsistencies between
regulatory frameworks, assigned mandates, and implementation practices, to
strengthen coordination mechanisms, governance processes, and
implementation workflows;
4) Develop and update stakeholder and institutional mapping, including analysis
of institutional workflows and coordination mechanisms form national to
subnational levels, to support improved governance structures and
implementation processes;
5) Develop recommendations to strengthen institutional effectiveness, including
improvements in role allocation, coordination mechanisms, governance
processes, and potential regulatory, or policy adjustments;
6) Ensure alignment and integration of institutional aspects with other sectors,
including spatial planning, environmental management, and financing
mechanisms;
7) Contribute to monitoring, evaluation, and documentation of lessons learned
related of FMNJP activities, particularly from institutional and governance
related perspectives;
8) Review the FMNJP Overall Work Plan (OWP) and Annual Work Plan (AWP)
and provide institutional and governance-related perspectives;
9) Conduct coordination with PMU, CPIUs, and other related agencies to support
the achievement of FMNJP outcomes, and support the related capacity
building;
10) Contribute to policy advocacy and knowledge sharing by preparing technical
notes and knowledge products, such as reports, infographics, and/or training
modules, from an institutional and governance perspective, and support
related dissemination and advocacy activities to promote the uptake of the
FMNJP outputs; and
11) Other activities as requested by the Directorate of Water Resources,
Bappenas to support the FMNJP outcomes.

Detailed Tasks and/or Expected Output

  • The expected outputs of the Consultant are the fourteen deliverables set out in the table below, which
    follow the sequence of activities of the CS-20 activity plan.
  • They correspond one-to-one with the fourteen payment terms of the contract, so that each payment term
    is triggered by the acceptance of the corresponding deliverable and no payment falls due without a
    verifiable output.
  • The timing of submission refers to the project month by the end of which the deliverable is submitted,
    counted from the commencement of the assignment.
  • The first twelve deliverables are submitted at twomonth intervals, from Month 1 to Month 23, and the
    last two deliverables are submitted at three-month intervals, in Month 26 and Month 29, in view of the
    29-month contract duration.
  • The content described for each deliverable indicates the scope of the output and does not limit the
    approach, the methodology, or the level of detail adopted by the Consultant in delivering it.

Minimum Qualification Requirements

1) Minimum Bachelor’s degree in relevant fields of Public Administration/
Law/Urban Planning/Civil Engineering/Water Resources Engineering, as
evidenced by a copy of the relevant diploma or degree certificate;
2) Have at least 8 (eight) years of professional experience for candidates holding a
Bachelor’s Degree, or at least 4 (four) years of professional experience for
candidates holding a Master’s Degree, as evidenced by employment certificates,
reference letters, or employment contracts;
3) Have at least 5 (five) years of work experience in institutional/policy, as evidenced
by employment certificates, reference letters, or employment contracts;
4) Experience in working minimal 1 (one) job within the last 4 (four) years in
government/institution of private sector, as evidenced by employment certificates,
reference letters, or employment contracts;
5) Have work experience in flood management/disaster risk management will be
considered an advantage;
6) Have experience in water resources projects funded by international
agencies/institutions/organizations;
7) Have experience in national development planning processes or programs related
to water resources;
8) Have experience in coordinating and synchronizing planning and implementation
projects/programs across multiple sectors and stakeholders in the water
resources; and
9) Have experience in writing policy paper/study/book.

Minimum Specific Experience (relevant to assignment): 5 Years
