Objective and Purpose of the Assignment

The Senior Water Resources Consultant will support CPIU Bappenas by providing technical expertise in
water resources management in planning, risk analysis, and reporting for the implementation of the Flood
Management of North Java Project (FMNJP). The Consultant will contribute to strategic assessments,
enhance the quality, coherence, and consistency of technical inputs in Bappenas project documents

Scope of Work

1) Conduct a review of policies, strategies, regulatory frameworks, and the availability and quality of
data related to water resources management and
flood risk management at the national level and in the North Java Coastal Area;
2) Carry out flood risk analysis covering hazard, vulnerability, and capacity, and assess the
effectiveness of existing flood risk management approaches, both structural and non-structural,
including the potential application of NatureBased Solutions (NbS);
3) Provide technical inputs to refine the identification of priority locations and types of flood risk
management interventions based on risk analysis results, spatial planning alignment, and consideration
of social, economic, and environmental impacts;
4) Assess the effectiveness of existing flood risk management systems and approaches, including
technical, institutional, and policy aspects;
5) Provide strategic and technical inputs to the preparation of studies, technical feasibility, and
sustainable implementation;
6) Support refinement and updating of priority locations for flood risk management interventions based
on risk analysis results and strategic
considerations;
7) Conduct the review of the Overall Work Plan (OWP) and Annual Work Plan (AWP) of FMNJP, particularly
in ensuring the alignment of scope of activities,
timelines, and outputs with the strategic objectives of flood risk management and water resources
management;
8) Conduct coordination with PMU, CPIUs, and other related agencies to support the achievement of FMNJP
project outcomes and Flood Management in North Java, and support the related capacity building;
9) Lead the preparation and consolidation of the technical notes, modules, and knowledge products for
policy advocacy and knowledge sharing, and provide strategic and technical direction to the related
dissemination and advocacy activities to promote the uptake of the FMNJP outputs;
10) Other activities as requested by the Directorate of Water Resources, Bappenas to support the project
outcome and North Java Flood Management.

Detailed Tasks and/or Expected Output

  • The expected outputs of the Consultant are the fourteen deliverables set out in the table below, which
    follow the sequence of activities of the CS-20 activity plan
  • They correspond one-to-one with the fourteen payment terms of the contract, so that each payment term
    is triggered by the acceptance of the corresponding deliverable and no payment falls due without a
    verifiable output.
  • The timing of submission refers to the project month by the end of which the deliverable is submitted,
    counted from the commencement of the assignment
  • The first twelve deliverables are submitted at twomonth intervals, from Month 1 to Month 23, and the
    last two deliverables are submitted at three-month intervals, in Month 26 and Month 29, in view of the
    29-month contract duration
  • The content described for each deliverable indicates the scope of the output and does not limit the
    approach, the methodology, or the level of detail adopted by the Consultant in delivering it

Minimum Qualification Requirements

1) Minimum Master’s degree in relevant fields of Civil Engineering/Water Resources Engineering, as
evidenced by a copy of the relevant diploma or degree certificate;
2) Have at least 12 (twelve) years of professional experience for candidates holding a Master’s Degree,
as evidenced by employment certificates, reference letters, or employment contracts;
3) Have at least 5 (five) years of work experience in field of water resources, as evidenced by
employment certificates, reference letters, or employment contracts;
4) Experience in working minimal 1 (one) job within the last 4 (four) years in government/institution of
private sector, as evidenced by employment certificates, reference letters, or employment contracts;
5) Have experience in water resources projects, programs, or cooperation involving international
agencies/institutions/organizations will be considered an advantage;
6) Have experience in national development planning processes or programs related to water resources;
7) Have experience in coordinating and synchronizing planning and implementation projects/programs
across multiple sectors and stakeholders in the water
resources;
8) Have experience in formulating or writing policy documents, technical guidelines,
norms/standards/procedures/criteria (NSPK), studies, or publications in the field
of water resources; and
9) Have experience in using geospatial tools and handling spatial datasets will be considered an
advantage.
