Objective and Purpose of the Assignment

The Monitoring and Evaluation Consultant will support CPIU Bappenas to establishing and operationalizing
a structured, results-oriented monitoring and evaluation system for the Flood Management in North Java
Project (FMNJP). The Consultant will develop the M&E framework, including indicators, data collection
and analysis methods, and reporting mechanisms, and will monitor project progress, assess performance
and effectiveness, and generate evidence-based findings and lessons learned

Scope of Work

  1. Develop a Monitoring and Evaluation (M&E) framework for FMNJP, including objectives, performance
    indicators, measurement methods, data sources, and reporting mechanisms, in line with results-based
    management principles and national planning policies;
  2. Conduct monitoring and evaluation activities for FMNJP implementation, including assessment of
    activity progress, quality of outputs, and effectiveness in achieving intended outcomes and impacts;
  3. Analyze M&E findings to identify achievements, challenges, and constraints, and formulate practical
    and implementable follow-up recommendations;
  4. Facilitate the integration of evaluation findings and lessons learned into the North Java Action Plan
    and the updating of the National Flood Risk Management Strategy (NFRMS) to enhance the quality of
    planning and flood risk management policies;
  5. Coordinate and synchronize with the Governance, Risk, and Compliance (GRC) Consultant to ensure
    coherence of governance, risk management, and compliance aspects within the FMNJP M&E framework;
  6. Develop output, outcome, and impact indicators for flood risk management that are aligned with FMNJP
    objectives, the North Java Action Plan, and the updated NFRMS;
  7. Undertake monitoring of FMNJP implementation, including progress tracking, achievement of outputs,
    and consistency with the Overall Work Plan (OWP) and Annual Work Plan (AWP);
  8. Carry out evaluation of FMNJP in terms of effectiveness, efficiency, relevance, and sustainability in
    supporting flood risk management in the North Java Coastal Area;
  9. Coordinate with the Governance, Risk, and Compliance (GRC) Consultant to ensure alignment between M&E
    results and governance, risk management, and compliance considerations, and support the related capacity
    building;
  10. Contribute to policy advocacy and knowledge sharing by preparing technical notes and knowledge
    products, such as reports, infographics, and/or training modules, from a monitoring, evaluation, and
    lessons learned perspective, and support related dissemination and advocacy activities to promote the
    uptake of the FMNJP outputs; and
  11. Other activities as requested by the Directorate of Water Resources, Bappenas to support the FMNJP
    outcomes and North Java Flood Management objectives.
    Detailed Tasks and/or Expected Output

The key objectives of the M&E Consultant are as follows: Assess the implementation of the Flood
Management in North Java Project (FMNJP). Evaluate the performance, effectiveness, and achievements of
FMNJP in supporting adaptive and sustainable flood risk management in the North Java Coastal Area.
Generate evidence-based lessons learned to inform improvements in policies, planning, and flood risk
management strategies. Support the integration of evaluation findings into the North Java Action Plan
and the updating of the National Flood Risk Management Strategy (NFRMS)

Minimum Qualification Requirements

  1. Minimum Bachelor’s degree degree in a relevant field, with consideration given to candidates from
    diverse academic backgrounds possessing experience in monitoring and evaluation, as evidenced by a copy
    of the relevant diploma or degree certificate;
  2. Have at least 5 (five) years of professional experience for candidates holding a Bachelor’s Degree,
    or at least 3 (three) years of professional experience for candidates holding a Master’s Degree, as
    evidenced by employment certificates, reference letters, or employment contracts;
  3. Have at least 3 (three) years of work experience in monitoring and evaluation, as evidenced by
    employment certificates, reference letters, or employment contracts;
  4. Experience in working minimal 1 (one) job within the last 4 (four) years in government/institution of
    private sector, as evidenced by employment certificates, reference letters, or employment contracts;
  5. Have work experience in flood management/disaster risk management will be considered an advantage;
  6. Have experience in water resources projects funded by international
    agencies/institutions/organizations;
  7. Have experience in national development planning processes or programs related to water resources;
  8. Have experience in coordinating and synchronizing planning and implementation projects/programs
    across multiple sectors and stakeholders in the water resources; and;
  9. Have experience in writing policy paper/study/book.
