Objective and Purpose of the Assignment
The assignment will support the preparation of the Himachal Pradesh Green Hydro Generation and
Integration Project (Thana Plaun Hydroelectric Project), a proposed 191 MW hydropower project on the
Beas River in Mandi District, Himachal Pradesh. ADB is supporting the Government of Himachal Pradesh in
the development of the project, and the assignment will assist HPPCL in meeting the technical,
safeguards, procurement, institutional, and implementation-readiness requirements for ADB financing.
As Hydropower Expert – Civil / Team Leader, the expert will provide civil engineering and hydropower
technical inputs and lead the coordination and consolidation of national expert inputs. The role will
support review of project design, constructability, cost estimates, implementation arrangements, and key
technical risks to facilitate effective project preparation and implementation.
Scope of Work
The expert will lead day-to-day coordination of national expert inputs; review civil engineering
designs, construction planning, cost estimates, technical specifications, and implementation
arrangements; and provide recommendations to address key technical, constructibility, and project-
readiness risks.
The expert will coordinate with ADB, HPPCL, international specialists, and other national experts as
required. The expert will both contribute technical inputs within their area of expertise and
consolidate relevant inputs from national specialists into due diligence reports, risk assessments,
technical notes, and implementation-readiness outputs.
Detailed Tasks and/or Expected Output
(i) Lead the day-to-day technical coordination and integration of national expert inputs;
(ii) review civil, hydraulic, and structural design components, including dams, spillways, intakes,
tunnels, waterways, penstocks, tailraces, powerhouses, access roads, and associated infrastructure;
(iii) assess compliance with national standards, site-specific conditions, constructability
requirements, safety considerations, and local implementation constraints;
(iv) review geotechnical data, hydrological inputs, site investigations, and design assumptions to
support validation of project design;
(v) assess construction sequencing, quantities, cost estimates, local market conditions, construction
methods, material availability, labor availability, and site logistics;
(vi) provide localized technical insights on topography, hydrology, geology, climate, access,
construction risks, and implementation constraints;
(vii) coordinate technical inputs from national specialists, HPPCL, local agencies, and other project
stakeholders;
(viii) assist in review of technical specifications, BOQs, cost estimates, bid document inputs, and
implementation support documentation; and
(ix) contribute to technical due diligence, project readiness, risk assessment, and final reports.
Deliverables;
Report 1: Inception Review Memorandum
Review the Detailed Project Report (DPR), drawings, design reports, technical specifications, and other
relevant documents, and identify information gaps, key technical issues, and areas requiring further
assessment.
Report 2: Interim Technical Assessment Report
Review the dam, spillways, tunnels, waterways, penstocks, powerhouse, access roads, and associated civil
works. Assess design adequacy, constructability, construction sequencing, logistics, quantities, cost
estimates, implementation risks, and opportunities for design optimization and improvement in accordance
with international good practice.
Report 3: Final Civil Engineering Due Diligence Report
Prepare a final Civil Engineering Due Diligence Report including recommendations from ADB and HPPCL.
Minimum Qualification Requirements
The expert shall have a master’s degree or higher in civil engineering, hydropower engineering, or a
related field, and at least 15 years of experience in hydropower design, technical review, construction,
implementation, or project support in India. Familiarity with national design standards, local
construction practices, and Himalayan hydropower conditions will be an advantage.
