Objective and Purpose of the Assignment
The assignment will support the preparation of the Himachal Pradesh Green Hydro Generation and
Integration Project (Thana Plaun Hydroelectric Project), a proposed 191 MW hydropower project on the
Beas River in Mandi District, Himachal Pradesh. ADB is supporting the Government of Himachal Pradesh in
the development of the project, and the assignment will assist HPPCL in meeting the technical,
safeguards, procurement, institutional, and implementation-readiness requirements for ADB financing.
As Dam Safety Engineer, the expert will support the review of dam safety and structural safety aspects
of the project. The role will help assess whether the dam and associated hydraulic structures are
designed and planned in accordance with applicable national regulations, design standards, safety
requirements, and good engineering practice.
Scope of Work
The expert will review dam safety, structural design, flood and seismic safety, instrumentation,
monitoring, and emergency preparedness arrangements, and provide recommendations to strengthen dam
safety management and implementation readiness.
The expert will coordinate with ADB, HPPCL, the Team Leader, and other specialists as required, and
contribute to due diligence reports, risk assessments, technical notes, and implementation-readiness
outputs relevant to the expert’s area of expertise.
Detailed Tasks and/or Expected Output
(i) support dam safety and structural design reviews;
(ii) review structural design of dams, spillways, penstocks, intake structures, powerhouses, and other
hydraulic structures against national standards and project requirements;
(iii) assist in reviewing dam break analysis, stability analysis, seismic resilience, flood safety,
spillway capacity, and safety risk assessments;
(iv) review materials, construction techniques, quality assurance provisions, safety monitoring systems,
instrumentation, and early warning arrangements;
(v) assess compliance with national regulations, statutory requirements, dam safety procedures, and good
engineering practice;
(vi) coordinate dam safety information, documentation, and technical clarifications with HPPCL and
relevant agencies;
(vii) support training and knowledge-sharing sessions on dam safety management; and
(viii) contribute to dam safety review reports, technical notes, monitoring recommendations, and
readiness reports.
Deliverables:
Report 1: Inception Review Memorandum
Review dam safety documentation, design criteria, dam-break analyses, instrumentation and monitoring
plans, and identify key information and data gaps.
Report 2: Interim Dam Safety Assessment Report
Assess structural integrity, seismic performance, flood-handling capacity, monitoring and
instrumentation systems, emergency preparedness measures, dam safety risks, and compliance with
applicable regulations and international good practice.
Report 3: Final Dam Safety Due Diligence Report
Prepare a final Dam Safety Due Diligence Report including recommendations from ADB and HPPCL.
Minimum Qualification Requirements
The expert shall have a bachelor’s degree or higher in civil engineering, structural engineering, dam
engineering, or a related field, and at least 10 years of experience in dam safety, structural review,
hydropower design, or construction in India. Familiarity with national dam safety regulations, seismic
codes, design standards, and Indian hydropower practices is essential.
Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
