Objective and Purpose of the Assignment
The Technical Assistance (TA) 10079: Strengthening the Bio-Circular-Green (BCG) Economy of Thailand
undertakes capacity development and supports policy and project development that satisfy a climate
agenda with a view to developing sovereign and non-sovereign loans in Thailand.
The National Project Coordinator and Knowledge and Policy Engagement Expert will support the TA
activities by providing coordination, stakeholder engagement, knowledge management, and policy support.
The consultant will serve as a key role in advancing the TA’s knowledge agenda by developing and
organising thematic knowledge-based seminars, facilitating effective communication with government
agencies (National Economic and Social Development Council (NESDC) and others) and conducting high-
quality desk research.
The National consultant will work closely with the TA’s International Consultant overseeing projects and
donors as well as the ADB Thailand Resident Mission (TRM) team in (i) arranging meetings, workshops,
events and activities requested by team members, including coordination with government counterparts and
preparing meeting notes/reports as appropriate; (ii) preparing and/or contributing to, and circulating
presentation and briefing materials as required in advance of activities with relevant stakeholders and
prepare post meeting notes/reports; and (iii) maintaining related documents, records and files for all
projects, always ensuring strategic alignment and relevance of ADB’s knowledge support in Thailand.
Scope of Work
The national consultant will support and contribute to the development and implementation of the TA and,
in particular, the continued development and implementation of the BCG TA Knowledge Hub Initiative.
The national consultant will work directly with the TA team especially the lead international consultant
coordinating with donors and project teams, TRM management, the TRM programming team, and government
agencies to contribute to the outputs of the TA and support the development of a pipeline of innovative
green finance projects under the TA.
In supporting the TA and its projects, the national consultant is expected to be available to travel
(within Thailand) with the project teams if required.
Detailed Tasks and/or Expected Output
- Knowledge Coordinator for the “BCG TA Knowledge Hub Series” for 2026 and 2027.
• Develop, plan, organize, and deliver at least 4 knowledge-sharing events, seminars, and roundtable
discussions targeting internal and external audiences on priority development topics. Topics will be
agreed on engagement.
• Identify and coordinate with subject matter experts, speakers and resource persons from ADB and
externally for knowledge events.
• Develop presentation materials as required, summary reports, and post-event analyses.
• Collaborate with government stakeholders, academic institutions and sector agencies to identify co-
hosting or co-creation opportunities.
• Prepare concept notes, speaker briefs, and post-event summaries to document outcomes and lessons.
• Oversee and coordinate production of external media knowledge products or reports to report on
workshop activities or overall BCG TA achievements – reports can be in the form of working papers or
documents for publishing as well as short videos for publishing; at least 3 knowledge products to be
produced. External agencies can be engaged for technical work on such knowledge products. - Coordination for Regional Cooperation Initiatives (RCI)
• Support ADB Thailand and relevant ADB sector teams in coordinating with relevant government agencies
on developing RCI concepts or initiatives such as on cross ASEAN clean air programs or with Thailand’s
NEDA agency to coordinate with cross ASEAN governments. At least 2 such initiatives are envisaged to be
commenced and requiring support. - Government and Stakeholder Engagement
• Serve as the focal point for collaboration with the NESDC – to liaise, coordinate and support the BCG
TA and TRM teams as well as ADB HQ-based experts in relationship building and working with NESDC.
• Serve as the focal point for collaboration with at least two other government agencies on ADB
initiatives under the BCG TA as decided in consultation with ADB TRM.
• Support consultations, technical discussions, and briefings with government officials and development
partners.
• Maintain records of stakeholder communications and contribute to government relationship strategies.
• Engage with key government agencies to understand knowledge needs and co-develop research agendas or
events. - Research and Analysis
• Conduct targeted desk research and analysis on national development priorities, policy trends, sector
reforms, and cross-cutting themes (e.g., climate change, digital economy, social inclusion) as directed.
• Prepare briefing notes, talking points, and background documents for internal use and policy
discussions. - Other Duties
• Assist in translation and interpretation between English and Thai for all activities as
requested/required.
• Facilitate communication, information sharing, and follow-up actions to ensure effective
implementation of activities.
• Support ADB Thailand Resident Mission and relevant ADB sector teams in coordinating with government
agencies and other stakeholders on the development of initiatives and undertake other ad-hoc assignments
as required.
Minimum Qualification Requirements
- A university degree in development, economics, environmental science, climate change, or other
related discipline. - Experience in working with Thai Government agencies and sub-national level required.
- Experience in production of project or program briefing documents, or books/material for publishing,
or video documentaries required. - Good communication skills and excellent written and oral English including writing project proposals
and / or knowledge products is essential. - Strong coordination/organization/networking skills
- Experience in Southeast Asia preferred.
- Experience working with multilateral institutions (especially ADB), Thai government agencies, or
NGOs would be an advantage. - Demonstrated experience in engaging with government stakeholders and facilitating knowledge-sharing
events is preferred. - Experience with data visualization or digital tools for knowledge dissemination and report production
would be an advantage.

Minimum Specific Experience (relevant to assignment): 7 Years
