Objective and Purpose of the Assignment
• To provide technical support in groundwater assessment, monitoring and modelling, and management
under the program.
- To ensure that Program activities and recommendations are aligned with Cambodia’s hydrogeological
conditions and institutional frameworks. - To strengthen national and provincial capacity in groundwater monitoring, reporting, and sustainable
management - To support the implementation, monitoring, and reporting of groundwater monitoring activities in all
participating provinces in line with DMF Indicator 3(c) and DMF Activity 3.3.
Scope of Work
The International Groundwater Specialist, working closely with the national Ground Water Specialist,
will support the implementation, monitoring, modelling, mapping and technical supervision of groundwater
monitoring activities under the Program and undertake, but not be limited to, the following tasks:
a. Assessment and Planning
b. Design and Technical Guidance
c. Groundwater Modelling
d. Monitoring and Reporting
Detailed Tasks and/or Expected Output
The International Groundwater Specialist, working closely with the national Ground Water Specialist,
will support the implementation, monitoring, modelling, mapping and technical supervision of groundwater
monitoring activities under the Program and undertake, but not be limited to, the following tasks:
a. Assessment and Planning
- Conduct a comprehensive assessment of the groundwater resources in the project area, including
quantity, quality, and sustainability. - Review existing groundwater studies, hydrogeological maps, and data relevant to target provinces.
- Conduct Field Surveys: Perform field surveys to collect data on groundwater levels, quality, and usage
patterns - Data Analysis: Analyze collected data to assess the current state of groundwater resources and
identify potential risks and opportunities for sustainable rural water supply schemes. - Advise on methodologies for groundwater exploration and monitoring to avoid occurrence of dry wells
and overextraction (including geophysical surveys, test drilling, and water quality sampling). - Provide technical support to the Program team during the design and implementation of groundwater
monitoring systems
b. Design and Technical Guidance
- Review the existing technical guidance on the design of boreholes, tubewells, and associated pumping
systems and recommend improvements. - Provide technical inputs for the design and planning of groundwater extraction and distribution systems
- Recommend sustainable abstraction rates and wellhead protection measures.
- Integrate climate-resilient and environmentally sustainable approaches in groundwater use.
c. Groundwater Modelling
- Review the existing groundwater data (Well Log-sheet and water quality).
- Prepare groundwater modelling for the program provinces.
- Prepare groundwater maps for program target provinces
d. Monitoring and Reporting
- Monitor the performance of groundwater monitoring systems to avoid over-extraction and prepare regular
reports on progress and challenges. - Develop technical specification for groundwater detector
- Setup wells for groundwater monitoring and follow up the monitoring activities
- Support the implementation and operationalization of groundwater monitoring activities in all
participating provinces in accordance with DMF Activity 3.3. - Establish monitoring indicators, reporting procedures, and follow-up mechanisms for groundwater
monitoring activities under the Program. - Support PMU and PIUs in tracking implementation progress and documenting results related to
groundwater monitoring activities for Program reporting and DMF monitoring purposes. - Provide recommendations for corrective actions and adaptive management measures where groundwater
monitoring results indicate risks of overextraction or declining groundwater conditions
Minimum Qualification Requirements
- Advanced degree in hydrogeology, groundwater engineering, or related field.
- Minimum 10 years of professional experience in groundwater resources assessment and development,
preferably in Cambodia and/or countries in Southeast Asia. - Demonstrated experience in designing and implementing rural groundwater supply systems and training
national personnel in the ground water assessment and monitoring. - Knowledge in groundwater modelling and mapping
- Knowledge of climate-resilient and environmentally sustainable groundwater practices.
- Strong capacity-building, facilitation, and report-writing skills.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 10 Years
