Job Description:

Job Summary

Provide overall leadership, management and coordination of the entire operations (design, implementation, monitoring and reporting) of the WV Sierra Leone WASH interventions in a holistic and sustainable manner.

The WASH manager is responsible for the overall leadership and representation of a large WASH National Office (NO) portfolio. S/He leads, directs and facilitates the planning, networking, communication, resource acquisition and use, monitoring, evaluation and reporting of the WASH program. S/He is a key focal point of the project for partners and stakeholders. S/he has the organizational skills, experience and capacity to implement the projects – including facilitating relationship building and contributing to partner networking with community, government, inter-government agencies, NGOs, WASH partners, businesses and donors. S/He also coordinates need assessments and baseline studies for the project.

Additional responsibilities include developing, planning and overseeing water supply, hygiene and sanitation activities, acquisition and monitoring of funds, leading data collection, assessment and research on quantitative and qualitative water issues, assessing alternative water supply and sanitation technologies, and overseeing environmental issues. S/He also oversees management of human resources for the project (staff recruitment, orientation, development, training, performance evaluations), as well as management of financial and material resources.

Overall responsible for WASH Technical Support, Financial and Budget Management , monitoring and evaluation, communication and branding, external collaboration and engagement, risk and compliance management.

KEY RESPONSIBILITIES

  • Develop strategies and technical approaches for WASH programming, ensuring effective implementation of project models.
  • Lead the planning and coordination of WASH activities, organizing field teams to achieve objectives, outcomes, and outputs.
  • Review and approve supply purchases, expenses, travel requests, and utilization of resources.
  • Coordinate closely with the Supply Chain function to ensure timely and efficient support for WASH interventions.
  • Ensure all WASH initiatives comply with national and international standards, guidelines, and policies.
  • Build and manage partnerships within the WASH sector, including government agencies, sector partners, and local authorities.
  • Promote accountability, learning, and innovation across WASH programs.
  • Collaborate with stakeholders to develop, monitor, and implement the WV Sierra Leone WASH Business Plan.
  • Conduct regular field visits for supervision, follow-up, and monitoring of WASH interventions.
  • Provide timely communication and reporting on progress to the National Office, WASH Regional Office, and WVUS.
  • Manage staff effectively, including conducting performance reviews, coaching, and training program staff to achieve project objectives and outcomes.

REQUIRED KNOWLEDGE, SKILL AND EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Hydraulic Infrastructure and Systems, Hydrogeology, Water Resources Management, or a related field; Master’s degree preferred.
  • Minimum of seven (7) years of progressively responsible experience within an INGO, including at least three (3) years of direct involvement in WASH program implementation.
  • At least five (5) years of proven leadership experience in WASH, including management of functions and staff.
  • Strong background in managing multiple donor-funded projects and meeting diverse donor requirements.
  • In-depth knowledge of international WASH management concepts, principles, and guidelines.
  • Familiarity with global trends in the water, sanitation, and hygiene sector, as well as WHO and other relevant industry standards.
  • Professional certifications, licenses, or memberships in relevant associations are an advantage.
  • Excellent written and verbal communication skills.
  • Proficiency in MS Office applications.
  • Strong technical skills in data preparation, analysis, and reporting.
  • Ability to work extended hours during peak periods and participate in ad hoc meetings and calls.
  • Demonstrated ability to engage effectively with senior leadership and external stakeholders.

Working Environment / Conditions:

  • Work environment: Office-based with travel to the field
  • Travel: 40% Domestic & 5% international travel is required.
  • On call: 20%
