Assignment Title: Consulting Services for Update of the Mapping of Private Water Supply Systems and Design of a Matching Grant Financing Mechanism to support their upgrade to comply with Technical Standards

The Government of Mozambique has received financing from the International Development Association (IDA) toward the cost of the Urban Water Security Project (UWSP) and intends to apply part of the proceeds to recruit a Consulting Services for Update of the Mapping of Private Water Supply Systems and Design of a Matching Grant Financing Mechanism to support their upgrade to comply with Technical Standards.

The objective of this Consultancy is to update the Mapping of Private Water Suppliers in the Southern Region of the Country carried out in 2018, validate and structure a georeferenced and interoperable database of Private Water Supply Systems in the Southern Region, develop financing packages for Private Water Suppliers (FPAs) that will receive water in high water and define criteria for their eligibility.

Consulting services (“the Services”) will include  i) Identifying and characterizing all private water supply systems in the southern region of the country (Maputo, Gaza and Inhambane provinces); (ii)Update the existing register and ensure its inclusion in the National Water and Sanitation Information System (SINAS); (iii) Assess the level of technical, operational and regulatory compliance of each system; (iv) Identify gaps, risks, and investment needs; (v) Propose eligibility criteria for systems and a sustainable mechanism for access to co-financing and performance-based subsidy; (vi) Define institutional arrangements for management, monitoring and inspection for its implementation.

In this context, DNAAS invites all eligible consultants (“Consultants”) and interested parties to express their interest in providing the Services in question and, for this purpose, must submit closed and sealed proposals.

Interested Consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to provide the Services

The pre-selection of companies/consortia for the consultancy shortlist will be based on the following criteria:

  • A reputable consulting firm with at least 10 years of experience in the preparation and execution Water Supply System Projects developed in urban areas, involving groundwater abstraction, pipeline
  • At least 4 years’ experience involving georeferencing of infrastructures using digital tools, including analysis and development of databases;
  • At least 2 projects Projects in the preparation of public funding packages in the form of reimbursed grants, including the development of the respective eligibility criteria;
  • Experience working in projects funded by cooperation partners, NGOs, the World Bank and other international financial institutions:

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
