The Government of Rwanda has received financing from the International Development Association (IDA) toward the cost of the Grant Facility for Project Preparation (GFPP) and intends to apply part of the proceeds for consulting services for hiring a consultancy firm for designing Irrigation O&M and Governance Models.
The Terms of Reference (TOR) related to this assignment are availabe on the Rwanda On-Line E-Procurement System, No 000001/C/NCB/2025/2026/GFPP.
The Rwanda Agriculture and Animal Resources Development Board (RAB) / Grant Facility for Project Preparation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the above Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Expression of Interest (EOI) will include: core business and years in business, relevant experience, technical and managerial capability of the firm.
To be able to submit an expression of interest, International and National consulting firms who are not registered in E-procurement system, are advised to register themselves through www.umucyo.gov.rw
N.B.:
Submission of expression of interest (EOI) via other channels than Umucyo E-Procurement System shall not be considered.
The shortlisting criteria are:
- The consulting firm shall demonstrate proven and relevant experience in the design, assessment, and implementation of irrigation operation and maintenance (O&M), governance, and institutional reform assignments. The firm shall have been legally registered and operational for a minimum of ten (10) years prior to the submission deadline.
- The firm shall provide evidence of having successfully completed at least five (5) similar consultancy assignments within the last ten (10) years, of which at least three (3) shall relate directly to irrigation scheme management, irrigation O&M models, water service delivery, or governance of water or agricultural infrastructure. Experience under internationally recognized public investment, donor-funded, or development partner-financed programs will be an added advantage.
- For each referenced assignment, the firm shall submit an Experience Certificate or Proof of Completion, issued and signed by the Client. In addition to experience certificates, the firm shall submit copies of the corresponding contracts clearly showing the contracting parties, scope of work, and duration
The Consultant shall be selected using the Consultants Qualifications-Based Selection (CQS) method, in accordance with World Bank Procurement Regulations.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Expressions of interest must be delivered through e-procurement system on www.umucyo.gov.rw by the time indicated in the system.
