1. Position Overview
The Cluster Resource Person (CRP) will be positioned at the Gram Panchayat level to support rollout and implementation of Project Sagar. The CRP will act as a key link between the community, local institutions, and Gram Panchayat, ensuring smooth planning, coordination, and execution of project activities at the field level. The role focuses on strengthening community participation, convergence with local government systems, and effective implementation of project interventions.
2. Key Responsibilities
A. Community Level Support
- Mobilize community members, SHGs, community institutions, and local leaders for project activities.
- Support planning and implementation of project interventions at GP and village levels.
- Facilitate community meetings, awareness sessions, and participatory planning exercises.
- Support behavior change communication and awareness generation related to project themes.
B. Local Government & Institutional Coordination
- Coordinate closely with Gram Panchayat, GP staff, PRI members, and line department functionaries.
- Support GP level planning, meetings, and convergence activities.
- Assist in implementation of GP level action plans aligned with Project Sagar objectives.
- Act as a liaison between community institutions and local government for issue resolution.
C. Implementation & Monitoring
- Support field level execution of activities as per project plan and timelines.
- Assist in data collection, monitoring, and reporting of field activities.
- Maintain basic records, meeting minutes, attendance, and field documentation.
- Support verification of activities and follow up actions.
D. Coordination & Reporting
- Coordinate with Block and District project teams for regular updates.
- Share field feedback, challenges, and learning with the project team.
- Support documentation of best practices and community level success stories.
- Share by monthly progress reports
3. Qualifications
- Minimum qualification: Higher Secondary (12th pass/Graduate); graduation in Social Work / Rural Development / Sociology or related field will be preferred.
- Candidates from the local area with strong community familiarity will be given preference.
4. Experience
- Minimum 1 to 3 years of experience in community mobilization, field implementation, or development projects.
- Experience working with Gram Panchayat, SHGs, Cluster Resource Persons, or local institutions is highly desirable.
- Fresh but motivated candidates with strong local engagement may also be considered.
5. Skills & Competencies
- Strong communication and interpersonal skills.
- Ability to work closely with community members and local government representatives.
- Basic documentation and reporting skills.
- Ability to mobilize groups and facilitate meetings.
- Willingness to travel within GP/cluster areas.
6. Language Requirements
- Fluency in Bengali (speaking, reading & writing) is mandatory.
- Knowledge of local dialects of the GP area is essential.
- Basic understanding of English will be an added advantage.
7. Other Requirements
- Resident of the project area or nearby location preferred.
- Commitment to community driven development and public service.
- Ability to work independently at the field level.
