The Government of Kiribati (GOK) has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STSP) – P176108 and intends to apply part of the proceeds for consulting services.
The STSP through the Ministry of Infrastructure and Sustainable Energy (MISE) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services of the Senior Course Modules Developer.
The duration of the assignment is 3 months, with a possible extension subject to performance appraisal, under a Lump Sum Contract with payments linked to deliverables. The Consultant will commence in Q3 2026 and will work on a hybrid basis (remotely and in South Tarawa).
QUALIFICATIONS
a) Essential
• A recognized qualification in Training and Assessment, Vocational Education and Training (VET/TVET), Adult
Education, Instructional Design, or a related field.
• Demonstrated experience in curriculum development and the design of competency-based teaching, learning, and
assessment resources.
• Minimum 5–7 years of relevant professional experience in vocational education, workforce capability
development, or technical training delivery.
• Demonstrated experience developing practical and industry-relevant training materials, including session plans,
assessment tools, participant resources, and PowerPoint presentations.
• Experience mentoring trainers and supporting training delivery within a vocational or technical training
environment.
• Strong written communication, stakeholder engagement, and facilitation skills.
b) Desirable
• Experience working in the water, sanitation, infrastructure, utilities, or related technical sectors.
• Previous experience working in Pacific Island countries or similar small island developing states.
• Experience working with government agencies, training institutions, or development partner-funded programs.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services by submitting a Cover Letter or Expression of Interest (EOI), curriculum vitae with
description of experience in similar assignments, similar conditions, etc. and with supporting documents.
The deadline for submission of EOIs is 7 July 2026.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s
“Procurement Regulations for IPF Borrowers” Sixth Edition February 2025 (“Procurement Regulations”), setting forth the
World Bank’s policy on conflict of interest.
