Objective and Purpose of the Assignment

The Jalal-Abad Water Supply and Sanitation Program (JAWSS) will be the fourth RBL project in the Kyrgyz
Republic (footnote 1). The Government of the Kyrgyz Republic has requested the SEFF activity to support
capacity development, effective implementation and monitoring of the RBL project, and verification of
achieving results.

The activity will back the ensuing JAWSS, which uses the results-based lending (RBL) modality, in (i)
component 1—support the government’s program development, sector modernization, and design; and verify
disbursement-linked indicators (DLIs); and (ii) component 2—strengthen the capacity of the RBL project´s
executing and implementing agencies, and assist RBL project preparation and implementation. Two
consulting firms will be recruited to provide (a) RBL project, engineering design, and program support;
and (b) an independent verification agent (IVA) for the validation of DLIs. Individual consultants will
be engaged to support RBL project´s implementation and to help define the DLIs. The activity will also
finance the nonconsulting services of an independent external auditor to carry out the project audit.
The effective implementation of the RBL output will include support for strengthening government’s
program systems and, sector modernization to effectively manage and implement the RBL project, primarily
in monitoring activities relating to the DLIs, non-DLIs, PAP, safeguards, procurement and fiduciary
aspects. The consultants hired under the activity will also conduct independent evaluation of DLI
achievement.
Project implementation services of individual consultants are required to support DWSSDD and ARIS to
expedite the effective delivery of the RBL project and strengthen capacity. The individual consultants
will be engaged initially for 82 person-months under the SEFF activity for 2026.

Scope of Work

Specific responsibilities of Sanitation Specialist include, but are not limited to the following:
• Organize and coordinate the Sanitation Development Component in compliance with the Program workplan
and schedule in accordance with Program documents;
• Coordinate the work for sanitation development at the national level including elaboration of the
Rural Sanitation Development Strategy with enactments and line researches in rural sanitation area;
• Organize and coordinate activity for training / capacity building of the Department for Disease
Prevention and Sanitary and Epidemiological Supervision (SES) including training needs assessment,
upgrading of laboratory equipment for water quality test, and where appropriate, supply of equipment and
software for water quality control, database of water-borne diseases, delivery of training, on-site
consultations and other activities;
• Participate in development of Terms of References for recruitment of sanitation consultants and
coordinate their work;
• Coordinate activity for promotion of PHAST program for communities and WASH in Schools in the selected
villages; assist in development, exchange and/or introduction of new approaches, techniques and
practices for promotion of sanitation and hygiene in schools/communities;
• Liaison with line ministries/agencies, non-governmental organizations, local governments and
international institutions for S&H promotion;
• Coordinate activity for preparation of Program Communication Strategy and its implementation at the
national and local levels including preparation and release of Program information materials such as
leaflets, brochures, posters, radio/video and work with mass media;
• Coordinate activity for liaison with media to disseminate information on the Program progress;
• Monitor progress of the S&H component through site visits, to ensure that S&H activities are
implemented in a timely manner with proper supervision in accordance with the work plan/schedule;
• Coordinate activity for construction/rehabilitation and technical supervision of S&H works in schools
and other community facilities;
• Coordinate and supervise the work of local social mobilizers, community / school facilitators;
• Prepare and submit reports, responses, analytical notes and other information for the ARIS management,
Government, and external partners;
• Provide information about the progress of the component for dissemination in mass media;
• Participate in developing a management information system and arrange for data collection, input and
processing;
• Fulfill other instructions and tasks reasonably charged by the Program Coordinator.

Detailed Tasks and/or Expected Output

The objective of this assignment is to plan, coordinate and implement activities under the Sanitation
Development Component within the framework of the Program.

Minimum Qualification Requirements

• University degree in public health, social development, economics, civil engineering, environmental
engineering, sanitary engineering, or public health engineering;
• Professional work experience and technical skills in project management, and proven working knowledge
of ADB and/or other international donors’ rules and procedures;
• Experience working in projects financed by donors and/or international organizations similar to the
tasks specified in the Terms of Reference;
• Ability to cooperate and work efficiently with governmental institutions, and other stakeholders
including local communities and NGOs/CBOs; and
• Fluency in Russian and Kyrgyz is obligatory working knowledge of written English is required.
