The Role: 

The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland’s infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann’s Capital Works pipeline. The function plays a key role in promoting collaboration and co-ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann

The Asset Strategy Team responsibility is to develop strategic plans for all water, wastewater and natural assets and to ensure the authorisation of the asset base. The scope of the team’s responsibility covers 5 main areas: environmental strategy, water asset strategy, wastewater asset strategy, forward planning and planning strategy.

Reporting to the Water Asset Strategy Policy Manager, the Asset Strategy Technical Lead is responsible for the continuous development of Asset Policies and Investment strategies to guide Operations and Capital Investment plans. They will also be responsible for developing and maintaining the asset standards and asset risk management framework in the metering space. Furthermore, they will be accountable for supporting asset management, by ensuring appropriate data governance and compatibility with data modelling and managing data provision and the analytical needs of the business. 

Main Duties and Responsibilities:

  • Provide expert advice for all planned and emerging issues relating to the hydrogeological aspects of groundwater supplies and discharges to groundwater 
  • Provide technical expertise and support to the Abstraction Licencing team
  • Drive the Asset Management team in the development of asset management plans ensuring consistency in planning across Uisce Éireann and alignment with relevant environmental legislation. 
  • Identify groundwater needs and undertake analysis on the alignment between current and proposed plans against long-term UÉ and National strategic plans. 
  • Review external legislation, plans and policy and identify risks and opportunities pertaining to groundwater assets
  • Conduct analysis to support groundwater prioritisation and programme development, providing a balanced view of cost, risk, performance and environmental protection / enhancement.
  • Review, interpret and assess validity of all existing information on ground water Source Protection studies, and Zones of Contribution reporting
  • Compile Specifications for Hydrogeological Studies
  • Review and investigate planning submissions with potential to impact Ground Water Supplies
  • Monitor, assess and interpret technical developments with regards to potential impacts on Uisce Éireann groundwater protection policies 
  • Peer review all information in conjunction with Geological Survey of Ireland and Environmental Protection Agency 
  • Responsibility for the management of groundwater yield data; ensuring the integrity and quality of data and the dissemination and maintenance of data through all stages  Ensure alignment with all Asset Strategy Policies including Drinking Water Safety Plans, Treatment Funcitonal Specifications and National Water Resources Plan
  • Provide reports and insights by collating and clearly presenting the relevant information in a timely manner
  • Conduct analysis of trends and data to identify and escalate relevant issues or risks
  • Maintain focus on the achievement of project outcomes and collaborate with other teams as required to ensure their delivery
  • Ensure that all plans, projects, and programmes are delivered in accordance with the relevant EU and National environmental legislation and all Uisce Éireann policies and guidance.
  • Develop new internal policies, as required, to ensure work is up to date and in line with legislation and the changing AI landscape.
  • Ensure that Project Managers in Asset Management and Infrastructure Delivery are fully appraised of all regulatory requirements and implications therein.
  • Undertake assessments and prepare reports on the potential environmental impacts associated with proposed projects.
  • Contribute to setting the team objectives and targets
  • Engaging with internal and external stakeholders and integrating feedback into our plans
  • Managing internal and external resources.
  • Perform other such duties in relation to work and asset management as Uisce Éireann may reasonably require 

General Duties and Responsibilities 

  • Collaboration with key internal stakeholders across the UÉ business
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
  • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
  • Other duties as required

Knowledge, Skills and Experience:

  • Relevant Degree in Science/Engineering with at least 5 years’ experience in a Hydrogeology Role 
  • Strong background in Zone of Contribution development and compilation of Source Protection Plans 
  • Member of the International Association of Hydrogeologist (IAH) or similar professional body 
  • Previous experience managing large databases 
  • Well-developed communication skills including compilation of reports and presentation to stakeholders 
  • Good project management skills 
  • Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally
  • Proven track record of creating a collaborative environment and communicating clearly within the team, with other teams and with external stakeholders
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  • Experience in managing end-to-end processes to ensure delivery meets customer expectations 
  • Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
  • Proactively identifying new areas of improvement using newly gained knowledge and skill on the job
  • Skilled in continuously reviewing safety practices and suggest ways for improvement
