Objective and Purpose of the Assignment
Asian Development Bank (ADB) is supporting the Government of Georgia through the proposed Developing Resilient Infrastructure for Vibrant Economies (DRIVE) project and other water and urban development
projects focused on urban infrastructure development, water and basic urban services, and related
sectors to promote resilient, livable, and economically vibrant cities and regions.
An individual national consultant (Georgian national) is sought to support business development in the
urban and water sector, project processing, and project implementation.
The consultant will combine technical advisory support on urban/water/climate-related issues with strong
project management, coordination, and implementation support functions.
The consultant is expected to work independently, take initiative, and promptly inform ADB and
counterparts of emerging issues and proposed solutions. The consultant will work closely with the
Ministry of Infrastructure and Regional Development (MoI) of Georgia, Ministry of Economy and
Sustainable Development (MOESD), Ministry of Environment Protection and Agriculture (MEPA), and the ADB team.
The consultant will:
- Provide technical and policy advisory support for business development, sector assessments, and
project processing in the urban and water sectors. - Support effective project implementation, including procurement, consultant management, monitoring,
and coordination with government counterparts. - Facilitate policy dialogue, institutional strengthening, and capacity development with relevant
agencies.
Scope of Work
Contract Type: Time-based inputs (up to 16 person-months).
Payments will be made upon submission and acceptance of monthly time sheets and corresponding
deliverables/reports as agreed with ADB.
The consultant will perform the key tasks indicated below (drawing from advisory, management, and
implementation support requirements).
Detailed Tasks and/or Expected Output
A. Sector Advisory and Business Development Support:
• Assist in preparing the Report and Recommendation of the President (RRP) and linked documents for
proposed ADB projects in urban infrastructure, water supply, sanitation, basic urban services, solid
waste management, and related areas.
• Support the development of detailed sector assessments, including analysis of urban infrastructure
deficiencies, water services, amenity gaps, spatial planning, institutional frameworks, and rural-urban
economic linkages.
• Facilitate policy dialogue with public and private institutions in urban development, water, and
housing sectors to identify needs, priorities, and reform opportunities.
• Contribute to country strategy and programming exercises by analyzing sector and macroeconomic
scenarios and identifying priority action lines.
• Identify constraints, design policy reforms, and propose technical assistance programs to strengthen
the urban and water sectors.
• Support the review existing quantitative and qualitative data on market, social, institutional, and
financial conditions; assess ongoing initiatives; and develop context-appropriate solutions, financing
mechanisms, subsidies, regulations, and institutional arrangements.
• Assess institutional capacity of executing/implementing agencies (including any national housing or
water entities) and prepare capacity development plans.
• Support formulation of sustainable urban/water strategies, roadmaps, and loan covenants.
B. Project Processing and Due Diligence Support:
• Support overall investment project design, scope, and documentation in accordance with ADB guidelines.
• Work with other specialists on financial feasibility, sustainability, governance, willingness-to-pay
assessments, and social/gender aspects.
• Identify legal/regulatory obstacles and propose mitigation measures.
• Provide inputs to Project Administration Manual (PAM), procurement plans, and other project documents.
C. Project Implementation and Management Support:
• Support recruitment of consultants (individuals and firms), including refinement of terms of reference
(TOR), evaluation criteria, RFP preparation, evaluation of expressions of interests (EOI) and proposals,
and preparation of submission documents for ADB approval.
• Assist in contract preparation, negotiations, and overall contract management under projects and
technical assistance (TA).
• Coordinate with government agencies, IAs, and stakeholders; organize consultations, meetings,
workshops, and field activities while ensuring compliance with government and ADB protocols.
• Manage day-to-day coordination of national consultants, survey teams, and other inputs; prepare
progress reports, monitor deliverables, and flag issues with mitigation recommendations.
• Support development and implementation of project progress monitoring systems, data collection, and
semiannual reporting.
• Review project progress reports, assess performance against the Design and Monitoring Framework (DMF),
covenants compliance, and recommend updates or scope adjustments as needed.
• Participate in ADB missions and provide other relevant inputs to in aide memoires, memorandum of
understanding (MOU), and other loan review documents.
• Contribute to knowledge products, lessons learned, and dissemination of project results.
Expected Outputs:
• High-quality inputs to RRP, PAM, sector assessments, and other project documents.
• Timely support to consultant recruitment, contract management, and procurement processes.
• Regular progress reports, mission support materials, and final assignment completion report.
Minimum Qualification Requirements
• Georgian national.
• Master’s degree in urban planning, architecture, economics, finance, business management, development
studies, or a closely related discipline.
• At least 15 years of relevant professional experience in urban development, water sector,
infrastructure projects, and/or project management.
• Demonstrated experience with ADB and/or other multilateral development banks in project processing,
implementation, procurement, and consultant management.
• Strong knowledge of Georgian urban/water sector institutions, policies, and challenges.
• Excellent written and spoken English; proficiency in Georgian is essential.
• Proven ability to work productively in teams, with government counterparts, and diverse stakeholders.
• Strong report writing, analytical, coordination, and communication skills.
