The GIZ Jordan Project “Strong Water Utilities” is seeking to hire a “Water and Sanitation Advisor – Focus: Desalination” for full-time based employment.
The Strong Water Utility (SWU) project is funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Its primary objective is to support the actors in the Jordanian water sector to improve their performance and tackle challenges related to institutional development and process improvements aimed at reducing water losses and energy consumption as well as in wastewater management, desalination of brackish water and providing better rural drinking water supplies.
This project is strategically designed to elevate the performance of water supply, wastewater management, and energy efficiency within the Jordanian water sector.
The project targets professionals and managers within the Ministry of Water and Irrigation (MWI), the Water Authority (WAJ), and the three water utilities (WUs); Aqaba Water Company, AWC; Miyahuna Water Company, MWC; Yarmouk Water Company, YWC. It particularly aims to benefit the Jordanian population, especially in the governorates of Balqa, Mafraq, and Karak.
Qualifications and Specialist Knowledge
- University degree (Master) in desalination, process engineering or comparable scientific studies
- At least five (5) years of professional experience in planning, design, construction, operation, and optimization of water desalination facilities, particularly reverse osmosis systems of sea and brackish water.
- At least five (5) years of proven experience in providing technical advisory services and project supervision for desalination projects, including design review, construction oversight, commissioning, and performance testing.
- Multiple years of hands-on experience in the operation, troubleshooting, and performance assessment of desalination plants, including membrane fouling and scaling analysis, energy optimization, and process improvement.
- Demonstrated experience in preparing and reviewing technical specifications, tender documents, bills of quantities (BOQs), and technical evaluations for desalination projects.
- Proven work experience in international development cooperation projects financed by bilateral or multilateral donors.
- Excellent knowledge in writing reports and using excel sheets (English and Arabic).
- Very good communication skills.
- Fluent written and oral knowledge of Arabic and English.
Main Responsibilities
- Providing advice to project partners in the fields of planning, operation and management, regulation, environmental impact, rehabilitation and optimization of desalination facilities
- Preparation of related cost and performance analyses and rehabilitation proposals for existing desalination plants
- Reviewing and commenting on documents related to desalination projects (feasibility studies, design concepts, O&M contracts, energy concepts, financial concepts)
- Development of Standard Operation Procedures (SOPs) for desalination related processes
- Capacity Building of counterpart staff in the management of large-scale desalination projects.
- Capacity development of the Water Laboratory of WAJ
- Preparation of tenders and supervision of consultants
- Support of the project team leader in costs and impact monitoring, as well as reporting to the Federal Ministry for Economic Cooperation and Development.
Location: Amman, travelling to other Water Utilities frequently
