In Ukraine, DCA has a joint country programme with Norwegian Church Aid (NCA), forming the Joint Country Program Ukraine (JCPUA) which focuses on various humanitarian activities, including Humanitarian Mine Action, WASH, Livelihoods, Group Cash Transfers and Protection..

About the job

Under the supervision of the WASH Coordinator, the WASH Officer will support the effective planning, implementation, monitoring and technical quality assurance of DCA’s WASH programme in Ukraine, with a particular focus on water supply, sanitation, heating systems, winter preparedness and early recovery interventions. The position will provide technical support to DCA directly implemented activities and partner-led projects, including needs assessments, technical specifications, BoQs, site supervision, contractor coordination, quality control and progress monitoring. The WASH Officer will liaise with local authorities, utilities, implementing partners, contractors, consultants, communities and relevant DCA departments to ensure timely, accountable and technically sound project delivery. The role is based in Mykolaiv and involves regular field visits to project locations.

Responsibilities:

  • Conduct technical assessments, planning, design, implementation and monitoring of WASH, heating and winterization needs, including water supply systems, sanitation facilities, heating infrastructure, energy-related equipment and public/community facilities.
  • Contribute and monitor contractual engagements of contractors, consultants and local partners
  • Provide technical assistance and guidance to implementing partners and other team members
  • Ensure efficient communication between local implementation partners, construction companies, local authorities and members of other DCA departments
  • Evaluate the technical status of projects and propose any amendment steps to achieve project objectives 
  • Support the timely development of donor proposals
  • Communicate with partners for progress monitoring, in support of the MEAL team
  • Collecting and facilitating feedback and Lessons Learnt with local partners
  • Submit regular technical and organizational reports as required as well as technical review of partner reports
  • Contribute to country office strategies, reviews, action and contingency plans
  • Support programme accountability to partners, national government, benefiting communities and donors.
  • Participate in humanitarian cluster meetings (if relevant or in absence of Manager and Coordinator)
  • Support the organization of field visits and/or meetings of donors, HQ or other high-level interlocutors

Requirements:

  • Relevant Bachelor’s degree or higher in the field of Civil Engineering, Thermal Engineering, Environmental Engineering, Electrical Engineering or related engineering fields.
  • Work experience in the energy and heating sector is an additional asset
  • Professional fluency in written and spoken Ukrainian
  • Professional working level in English is an additional asset
  • Minimum 1 year of work experience as a practising engineer
  • Minimum 1 year of work experience in an NGO is an additional asset
  • Demonstrated skills in planning, organizing, supervision and technical support
  • Good interpersonal communication, ability to communicate effectively on culturally sensitive issues to diverse audiences.
  • Ability to be proactive and work independently.
  • Ability to operate in a high stress and unpredictable environment.
  • Willingness to travel between offices and project locations
