What the role is

As Specialist/Senior Specialist (Sustainable Water & Resources) of Technology & Engineering Department, you are part of the team to drive applied research and development work for emerging and cross-cutting technology domains, coordinate the technology roadmap with the Water Master Plan, and work with Operations departments to resolve operational issues and future challenges.

What you will be working on

Your main roles and responsibilities include but not limited to the following:

• Keep abreast of the latest technological trends and build deep technical expertise in industrial water solutions, with focus on wastewater treatment, water recycling, and cooling technologies for Wafer Fabs and Data Centres.
• Initiate R&D projects with research collaborators and carry out technical evaluation of R&D proposals or new technologies to assess feasibility and suitability in meeting PUB/Singapore’s current and future needs.
• Closely manage R&D projects with multiple stakeholders — including government agencies, research institutions, technology providers and industry adopters — to ensure projects meet their objectives, deliverables and timelines, and enable quick translation and deployment to bring value to PUB/Singapore.
• Quantify the outcomes of R&D investments through Return on Investment (ROI) and/or Cost Benefit Analysis (CBA), and track FI KPIs including technologies deployed, industry R&D spending, and instances of policy influence.
• Front and account-manage key partnerships with trade associations, water technology companies, semiconductor manufacturers, and Data Centre operators to facilitate solution-problem matching and accelerate technology adoption.
• Assist in developing technology roadmaps and support strategic planning for the Industrial Water Solutions (IWS) Funding Initiative, including engaging agencies such as JTC, IMDA and ESG to inform policy and regulatory considerations such as Wafer Fabs water recycling benchmarks and Water Efficiency Usage standards for Data Centres.
• Support the development of the IWS Innovation Ecosystem Alliance to link solution providers with adopters, and position validated technologies for regional export opportunities.

What we are looking for

• Degree in Engineering, preferably in Chemical, Environmental, Mechanical or related discipline.
• At least 2 years’ relevant experience and/or deep expertise in industrial water, preferably in the wafer fabrication and/or data centre sectors.
• Familiarity with industrial water technologies such as membrane-based treatment, electrochemical processes, or advanced cooling systems is an advantage.
• Experience in grant management or R&D project administration is an advantage.
• Good writing and communication skills, with the ability to present technical findings clearly to both technical and non-technical audiences
• Self-motivated with a passion for building technical expertise.
• Strong analytical and systematic thinking.
• Works well independently and is a resourceful team player
• Able to manage multiple projects and stakeholders across government, academia and industry.
