1. Programme Associate – Sustainable Water Programme

  • We offer strong visionary leadership – with emphasis on research and impact at scale​ towards transition to clean energy, including solar, pumped storage hydropower, etc., its likely impacts on water and land resources, and the challenges in managing sectoral water demands.
  • Undertake qualitative and quantitative research that includes: systematic review for evidence research and meta-analysis, prepare questionnaires for key informant interviews and other data collection/survey instruments, analyse data using quantitative and qualitative tools and methods, conduct stakeholders’ consultations, and prepare research reports.
  • Travel to field sites, and conduct and facilitate fieldwork including focus group discussions, interviews, meetings, and training for gathering primary information.​
  • Regularly track policy measures taken by the government and their implementation status in water, energy (including renewables), and agriculture sectors in India.​
  • Publish in leading peer-reviewed journals and generate other knowledge products for different audiences such as blogs, policy briefs, op-eds, etc., at regular intervals.
  • Establishing and managing relationships with project counterparts from CEEW’s partners.​

Purpose

The CEEW’s sustainable water programme informs policy-making for the sustainable development of water resources and their effective management through research in areas of circular economy in used water management and water bodies rejuvenation; capacity building for mainstreaming climate action in water; sustainable development through policy coherence in food, land, and water systems; and water accounting-based planning.

For its Sustainable Water programme, CEEW seeks to hire a Programme Associate having good exposure to water, energy and agriculture domains. An ideal candidate should understand the nexus among them, the challenges in addressing the nexus, and the policy discourse followed in India for the same. Also, the candidate should possess strong data analysis skills, be proficient in using statistical tools, research writing, and support the organisation in extending its network with the government and non-government stakeholders in the Indian states.

Job Duties and Responsibilities

  • Understand the water, energy and agriculture space including their nexus while India moves towards transition to clean energy, including solar, pumped storage hydropower, etc., its likely impacts on water and land resources, and the challenges in managing sectoral water

Program Assistance

  • Assist senior researchers in the team in conceptualising new projects, and developing high- impact research proposals.
  • Contribute to development of cross-team research proposals and undertake such research studies.
  • Assist with project and programme implementation, including preparing presentations, factsheets and other communication materials.
  • Assist effective outreach of research outputs through coordination with the outreach team, and engagement with a broader network of stakeholders, and concerned policymakers.
  • Participate in relevant conferences, workshops, and training programmes for a comprehensive understanding of developments relevant to water, energy and agriculture.
  • Assist senior team members in important meetings and sessions, such as prepare notes, and conduct follow ups, as required.
  • Participate in weekly team meetings and assist with preparing minutes and chairing the weekly meetings.
  • Any other assistance that may be required

Selection Criteria

Qualification and work experience:

  • Master’s degree in Environmental Studies/Natural Resource Management/Water Resources Management/Public Policy or any other relevant water resource management field.
  • Minimum of seven years of experience working on policy research projects with a core focus on water, energy, and food systems.
  • Minimum of two relevant publications in peer-reviewed journals or as book chapters.
  • Proficiency in statistical and quantitative analysis using STATA, R Studio, or Python; and qualitative analysis using NVIVO, or ATLAS.ti.
  • Experience in engagement with government officials at the state level, civil society organisations, researchers, and communities at the grassroots.

Key skills

  • Strong research skills to support quantitative and qualitative data analysis.
  • Ability to use MS Office application suite.
  • Excellent presentation skills are essential for effective, efficient, and adaptive verbal and written communication.

Purpose

CEEW seeks to hire a suitable candidate as a Programme Associate/ Research Analyst to support its research programme on clean cooking energy transition under the Clean Air team. The programme is on a mission to support the universal transition of Indian households to clean cooking energy fuels, with the objective of mitigating the adverse implications of solid fuel use on human and environmental health. The Council’s past work on energy access clearly lays out the varied challenges to the uptake of clean cooking fuels (such as LPG and electric cooking). In its next phase, the cooking energy transition programme would focus on devising suitable interventions (such as subsidy targeting, devising innovative incentive mechanisms for LPG distributors, or strategies to support the uptake of solar/grid-powered cooking) to address the persisting barriers and support their on-ground implementation.

Job Duties and Accountabilities

Research and programme assistance

  • Undertake qualitative and quantitative research that includes: systematic literature review and meta-analysis, prepare questionnaires and other data collection/survey instruments for large-scale field surveys, analyse data using quantitative and qualitative tools and methods, conduct stakeholders’ consultations, and prepare high-quality research reports
  • Networking and consultation with key players in the clean cooking ecosystem such as central and state government officials at different levels, funding agencies, carbon credit market and civil society organisations
  • Design and execution of primary surveys (including, coordination with survey companies, questionnaire designing and data quality monitoring) to collect high-quality primary data on energy access
  • Conduct extensive quantitative analysis (statistical and econometric) using survey data, administrative data and other relevant databases in R, Python and other open-source software
  • Conduct qualitative interviews and group discussions with LPG distributors, consumers using solid fuels, and other key partners and stakeholders in line with planned research activities
  • Generation and dissemination of knowledge products by way of high-quality policy reports, presentations, memos, short reports, opinion pieces, videos, etc., with the help of CEEW’s outreach team
  • Proactively participate in knowledge-transfer activities, including collaborative meetings, conferences, and training workshops with other research groups and institutions
  • Travel to field sites, whenever necessary, to conduct fieldwork including focus group discussions, interviews, meetings, training or gather primary information
  • Support senior team members for important meetings and sessions, prepare notes, and conduct follow-ups with concerned stakeholders, as required

Selection Criteria

Education and Experience

  • Master’s degree in economics, development economics, energy economics, statistics, public policy, or related disciplines. Candidates with only under graduation in engineering/ economics/statistics with relevant research/data skills will also be considered for the research analyst position
  • At least 3-5 years of work experience in a programme associate role and at least 1-3 years of work experience in a research analyst role; experience in survey design/execution and data analysis is strongly desirable
  • Familiarity with the literature on clean cooking energy transition and various quantitative and qualitative research methods is strongly desirable

Key skills

  • Strong analytical skills with proficiency in Excel and any statistical software (Python/R/STATA) are a must. Experience with visualisation tools like Tableau and spatial analysis tools would be a bonus.
  • Must have strong research skills – the capability to carry out a systematic literature review and understanding of research methods
  • Knowledge of econometric modelling (desirable)
  • Excellent written and oral communication skills; ability to summarise and communicate the insights/findings as reports, policy briefs and presentations.
  • Strong networking and interpersonal skills; ability to engage with senior officials and business leaders in the clean cooking energy access sector – at the state as well as national level
  • Proficiency in Hindi and English
