Objective and Purpose of the Assignment

The assignment is to support the National Development Agency (ADN) under the Ministry of Planning and
Strategic Investment in improving the planning, design, supervision, and monitoring of water supply,
sanitation, and irrigation infrastructure so that projects meet national standards, sector policies, and
donor/loan requirements. The specialist will also strengthen AND’s technical capacity through targeted
advisory support and on-the-job training.

Scope of Work

The specialist will provide technical review of water supply, sanitation, and irrigation designs;
support construction supervision; ensure compliance with engineering specifications; and strengthen ADN.
IP’s technical capacity. Responsibilities include evaluating design quality, supporting water treatment
layout reviews, advising on system rehabilitation, verifying construction progress, conducting joint
technical inspections, preparing engineering documentation, and contributing to donor reporting
requirements. The role also involves supporting research activities and participating in meetings and
workshops with ADN. The consultant reporting to ADN and ADB project Officer

Detailed Tasks and/or Expected Output

Design Review and Improvement
• Review technical designs and drawings for water supply systems.
• Support water treatment design processes.
• Review and improve sanitation system designs.
• Review designs for irrigation schemes, including canals, diversion structures, reservoirs, pumps, and
control gates.
• Provide inputs on rehabilitation works for existing irrigation systems.
• Support assessment of water availability, flow measurement, and irrigation scheduling.

  1. Construction Supervision and Quality Assurance
    • Support ADN.IP engineers in supervising construction of water, sanitation, and irrigation works.
    • Review construction progress and verify compliance with drawings and specifications.
    • Participate in joint technical inspections and issue technical recommendations.
    • Advise on material quality, testing requirements, and corrective actions.
  2. Reporting and Documentation
    • Prepare technical reviews, monitoring reports, and field inspection summaries.
    • Contribute to reporting for ADB, WB, JICA, EU, and other development partners.
  3. Other Duties
    • Participate in meetings, symposiums, and workshops.
    • Assist ADN in carrying out research and development activities.

Minimum Qualification Requirements

Education: Bachelor’s Degree in Civil Engineering.
Experience: Minimum 15 years of professional experience in water resource engineering.

Minimum General Experience: 20 Years
Minimum Specific Experience (relevant to assignment): 15 Years
